According to the complaint, litter from Harvest Lathrop was blown onto the neighboring <br /> properties. A site visit was done on that same day. It was observed that the adjacent properties <br /> to the east had windblown litter from the composting operation. Harvest Lathrop was then visited and the <br /> validated complaint was explained to the operator. Between 12/2/13 and 12/12/13, Harvest Lathrop cleaned up <br /> the litter on the neighboring properties. Pictures showing the cleanup (and verified during this inspection)were <br /> sent to the EHD as proof. <br /> During this inspection the operator said that Harvest Lathrop employees will monitor the adjacent properties on a <br /> regular basis and perform a cleanup of litter, if needed. Also the operator said that the screener will have a <br /> vacuum that links to a debris bin with a cover. The vacuum will clean up much of the debris generated by the <br /> screener and will be deposited into a covered bin. <br /> 1. All handling activities shall be conducted in a manner that minimizes litter. <br /> 2. Implement the proposed solution to the off-site litter debris problem. <br /> 3. Update the RCSI to reflect this addition in operation. <br />
