Complaint Investigation Summary Report*5105 <br /> COMPLAINT ID: CO0046889 Site Location: HWY 99 FRONTAGE RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 06/07/2018 7:30-10:18 pm MANZO <br /> 7:30 pm, received a page from general hospital, called back and obtained spill <br /> information. Montezuma Fire is reporting a spill of 6000 pills on the roadway at <br /> HWY99 Frontage Road and Sunny Road, Stockton, CA. The responsible party <br /> was throwing drugs out of the window during the police car chaise. The suspect <br /> was apprehended and is in federal custody. EHD's clean up assistance is being <br /> requested. Called Montezuma Fire, 209-236-8105, spoke with Samantha. She <br /> indicated that she can't provide me the contact number to the onsite people but <br /> will get answers to my questions and call be back. Waited for a call back. <br /> Received a call back with additional information. The substance released is <br /> suspected to be fentanyl and it's spread on the road 0.5-1 mile area. The pills are <br /> aspirin size and are loose and not in the containers. Called Muni Naidu, discussed <br /> the course of action. Called Samantha with Montezuma Fire, provided ETA. <br /> 8:45 pm, arrived onsite. Met with Lieutenant Jo Pini, Valley Division, <br /> 916-731-6426. Montezuma Fire and DEA representatives are onsite as well. She <br /> indicated that they suspect the substance being oxycodone. Met with Chief <br /> Cardoza (Montezuma Fire), Lieutenant Jo Pini and Scott Wright(Supervising <br /> Special Agent DEA, incident commander), was informed that DEA representatives <br /> picked up the bulk of the loose pills and are taking it as evidence and will be <br /> analyzing by DEA lab tomorrow. They have no way of running the test today and <br /> don't know what it is. Walked the spill area to where the majority of the spill <br /> occurred, it was getting dark at this point and hard to see. Can still see crushed <br /> pills on the ground, fragmented pills approximately 1-5 per 10 square foot area. <br /> Expressed my concerns for the remaining material. Scott Wright indicated that <br /> their plan is to wash the remaining fragments down and close the case, he <br /> indicated that is how they deal when other control substances like cocaine is <br /> spilled. Expressed my concerns about washing down the street. Was informed by <br /> Jo Pini that they can't secure the area for the night due to lack of resources. Scott <br /> Wight indicated that if anyone eats the pill they will likely end up in the hospital but <br /> likely not die. Called Muni Naidu, discussed clean up strategy and explained that <br /> the area can't be secured. Per this discussion with Muni Naidu, the street shouldn't <br /> be washed even if the area can't be secured. Discussed my concerns with Scott <br /> Wight, who indicated that he believes that they picked up 90% of what was spilled <br /> and it's their protocol to wash the rest of it down with bleach and soap solution <br /> (1/20 mix ratio). <br /> 9:09 pm, called Cal OES 800-852-7550 (spoke with Justin), asked for DTSC stand <br /> by contact information. Waited for the response. Called Chem Tech line <br /> 800-424-9300, discussed SDS and clean up methodology for oxycodone. <br /> Received a call from Michael Pixton with DTSC provided spill information, Michael <br /> indicated that based on the information he wouldn't be opposed to have the fire <br /> department to wash the spill but can also contact Parc Environmental for clean up. <br /> He indicated that pills are photosensitive and likely water soluble. After some <br /> discussion he indicated that he will contact Parc for clean up and call me back with <br /> ETA. Received a call back from Michael, he indicated that all contractors in the <br /> area are out of time and they will only be able to arrive in the morning. Provided an <br /> update to M. Naidu. Discussed the clean up plan with onsite agencies. Was <br /> advised by Jo Pini to not stay onsite due to safety concerns. Left the site. <br /> 5105.rpt Page 2 of 3 <br />
