MATERIAL FLOWED <br /> ONTO SOIL. REPORTING PARTY AND CONTRACTOR ARE HANDLING THE CONTAINMENT AND CLEAN UP. <br /> VIOLATIONS: <br /> maintenance building. <br /> 2. A spill of transmission oil from a 5-gallon container was observed on the ground inside the south-east area of the <br /> maintenance building. <br /> 3. Used absorbent was observed on the ground near a door and near the transmission oil spill inside the south-east <br /> area of the maintenance building. <br /> 4. Oil staining from a spill that did not appear to be cleaned up was observed on the ground beneath a table in the <br /> north-west room of the maintenance building. <br /> 5. Oil staining from a spill that did not appear to be cleaned up was observed on the ground in the north-east room of <br /> the maintenance building. <br /> 6. Trails of what appeared to be the ferrous sulfate fertilizer, a white powder/granular-like material,was observed on the <br /> asphalt outside east of the maintenance building leading to the ferrous sulfate fertilizer spill location. <br /> 7. The ferrous sulfate fertilizer spill, located on the north end of the maintenance yard,was observed covered with <br /> plastic and coned off at the time of inspection. <br /> REGULATION GUIDANCE:40 CFR 265.31 <br /> A hazardous waste generator must maintain and operate its facility to minimize the possibility of a fire, explosion, or <br /> any unplanned sudden or non-sudden release of hazardous waste or hazardous waste constituents to air, soil, or <br /> surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean-up the broken fluorescent lamps, oil spills and staining, used absorbent, <br /> and all spills of the ferrous sulfate fertilizer. Manage the waste according to Title 22 California Code of Regulations for <br /> hazardous waste. Submit a statement and supporting documentation to the San Joaquin County Environmental <br /> Health Department describing the storage and final disposition of the cleaned up waste. <br /> 3. Contaminated container not marked with date emptied or managed within one year of being emptied <br /> OBSERVATION: An empty 55-gallon drum that previously held oil was observed next to four drums of oil and the <br /> gasoline tank located outside and east of the maintenance building.The empty drum was not marked with the date <br /> the drum was emptied. <br /> REGULATION GUIDANCE:Title 22 CCR 66261.7 <br /> Empty containers which previously held a hazardous material, including hazardous waste must be managed per Title <br /> 22 California Code of Regulations(CCR)section 66261.7. Refer to this section and California Department of Toxic <br /> Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within <br /> EHD 25-01 Rev.08/17/17 Page 3 of 6 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
