Emailed Notice To Abate to Carolyn FLORIDO <br /> Godwin (Carolyn.Godwin@stocktonca.gov) and Stephen Jiang <br /> (Stephen.Jiang@stocktonca.gov) of City of Stockton Community Services. <br /> Called and left Carolyn Godwin a voice message asking her for an update on the <br /> spill clean-up. <br /> Discussed complaint with Elena Manzo and Garrett Backus, Ld Sr REHSs. <br /> Received a call back from Carolyn who stated she did not know yet what time <br /> Clean Harbors would be on site to start the clean-up, but she would find out and <br /> let me know. Carolyn confirmed to meet me at the site at 10:30am so I may do a <br /> walk through of the facility to note any other hazardous or potential hazardous <br /> waste on site that needs to me managed, since Robert Lopez, EHD haz mat <br /> inspector, noted yesterday there were four 55-gallon drums of oil, 1-2 inches of <br /> gasoline left in an above ground storage tank, fluorescent lamps, and hazardous <br /> material in the conex box located next to the spill location. Carolyn stated four <br /> drums of oil and the tank will be removed for disposal by Ramos Oil on 2/27/20. <br /> Carolyn stated any hazardous wastes in the conex box will be removed for <br /> disposal by Clean Harbors today and the conex box is going to be removed from <br /> the area to deter further vandalism. <br /> 02/25/2020 Amended Notice To Abate, and emailed it to Carolyn and Stephen. Discussed the FLORIDO <br /> spill, additional wastes, and tanks observed on-site today with Carolyn over the <br /> phone. Carolyn was informed that the fertilizer spill needs to be cleaned up as <br /> soon as possible before the rain event projected for this coming weekend. <br /> Generated Prop 65 (Notification of Haz Waste Discharge). <br /> 02/25/2020 Time spent discussing complaint Notice To Abate and how the site should FLORIDO <br /> manage the tanks observed on-site, with Elena Manzo and Garrett Backus, Ld Sr <br /> REHS's. <br /> Extra time spent amending Notice To Abate, per Elena, in order to include <br /> hazardous waste generator violation on the notice. <br /> 02/25/2020 Prepared for complaint inspection. Arrived on site and met with Carolyn Godwin. FLORIDO <br /> Took inventory of waste needing a hazardous waste determination and hazardous <br /> waste released on-site inside and outside the old maintenance shop. Notified <br /> Carolyn that I would amend email her the Notice To Abate to include immediate <br /> clean-up of the waste observed at the time of inspection. Carolyn agreed. Left site <br /> for EHD. <br /> 02/26/2020 Called and received update from Carolyn who stated Clean Harbors is scheduled FLORIDO <br /> to begin the clean-up tomorrow at 8AM. Carolyn stated Eduardo of Clean Harbors <br /> did not have the name or phone number of the Forman that will be on site to <br /> perform the clean-up yet, but Carolyn is aware that EHD needs to be informed <br /> when the clean-up is near completion so that we may verify. <br /> 02/27/2020 Discussed complaint information with Jason Gaitan, EHS and who is on C today.
