Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0052167 Site Location: EAST BOUND HWY 26 EAST OF FINE RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 07/29/2020 Received a call from Juan Armendarez stating the clean-up has been postponed FLORIDO <br /> due to a construction company widening the road on the opposite side of the <br /> diesel spill. Juan stated the construction company already dug up the gasoline spill <br /> from the vehicle involved in the accident. Juan stated the soil was"long gone." <br /> Juan stated he will provide me with the name of the construction company once <br /> he obtains it. <br /> Updated Elena Manzo, Ld Sr RENS. <br /> 07/29/2020 Discussion with Elena Manzo, Ld Sr REHS, regarding gasoline spill that has been FLORIDO <br /> dug up by construction company due to road widening, according to Juan <br /> Armendarez. According to Juan, the soil containing the gasoline spill is"long <br /> gone." <br /> Visited site. Met with Jason Fuller of George Reed General Engineer Contractor <br /> (877-823-2305), and who is the boss/foreman on-site. Jason was aware of the <br /> diesel spill on the opposite side of the Hwy 26, but said it wasn't being impacted by <br /> the hwy widening. Jason said he wasn't aware of the gasoline spill on the side of <br /> the hwy being impacted by the construction, and he didn't know whether the spill <br /> was dug up and any soil was taken off-site. Jason referred me to Zia Hadaf, <br /> CalTrans Inspector (209-481-1841). Spoke to Zia on-site who stated if there was a <br /> noticeable gasoline spill, CalTrans or the construction company would not have <br /> dug it up. Zia stated the soil that was dug up appeared clean and not impacted by <br /> gasoline. Zia stated the excavated soil was used to build up the bottom of the <br /> upcoming new section of the hwy. Called and spoke to Joe Norman of CalTrans <br /> Maintenance (209-481-6834)who stated he was aware of the diesel spill, but he <br /> referred me to Juan Armendarez regarding what happened to the gasoline spill. <br /> Joe did not know if the gasoline spill was dug up. <br /> Walked to the most east end of the construction site, where the gasoline spill <br /> appeared to be located based on photos provided to EHD by CHP. A gasoline spill <br /> could not be identified. It is possible that the spill was covered with soil that had <br /> been excavated (from a different area due to the construction), since there was a <br /> mound of soil next to the location of the gas spill. Took photos of the area where <br /> the gasoline spill is believed to be/have been. <br /> I was unable to inspect the diesel spill due to traffic safety concerns. <br /> Discussed complaint with Claudia Muro, EHS. <br /> Left site. <br /> Notified Juan that the area where the gasoline spill doesn't appear to be dug up <br /> and that the spill might have been covered by other soil that was excavated by the <br /> construction company. Juan stated the gasoline spill was marked from the USA, <br /> but not covered since rain is not expected. Juan clarified that the area where the <br /> gasoline spill was located was leveled out, not excavated, by the construction <br /> company. It is unclear why the CalTrans personnel overseeing this project were <br /> not aware of the gasoline spill. Juan stated that CalTrans/All Environmental can <br /> still try to clean-up the gasoline spill, once the construction is finished, which may <br /> not be complete until the middle of September. Juan to inform me when the <br /> clean-up will be performed. <br /> Updated Elena Manzo, Ld Sr REHS. <br /> 07/30/2020 Reviewed and edited narrative.
