After calling and speaking to the FLORIDO <br /> complainant, Lathrop Manteca Battalion Chief Josh Caper(was at the spill), <br /> Lathrop Police Sgt. Sepo, and Lathrop Public Works on-call responder Ian (was at <br /> the spill), I received the following information: The spill occurred last night at 10:30 <br /> pm on Harlan Rd near the southwest corner of Harlan Rd and Lathrop Rd, from a <br /> vehicle accident that caused 20 gallons of diesel from a Penske reefer trailer 50 <br /> gallon generator to spill onto the roadway and gutter; no impact to soil or drains; <br /> and Patriot Environmental pumped the remaining diesel from the generator and <br /> conducted the spill clean-up. Sgt Sepo stated he will notify Deputy Aaron Silva, <br /> who has Penske's contact information, to call me back once he returns to work at <br /> 3pm. Left EHD for site. <br /> Arrived on-site and observed diesel and absorbent staining on northbound Harlan <br /> Rd just south of Lathrop Rd. The spill did not appear to reach any drains. The spill <br /> clean-up appeared complete. Took photos. Left site for EHD. <br /> Called Lupe Baez of Patriot and who conducted the spill clean-up. Lupe provided <br /> me with photos of the spill clean-up and disposal record. Two 55 gallon drums of <br /> diesel contaminated solids was transported off-site as non-RCRA hazardous <br /> waste. Lupe stated he did not pump out the remaining 1-2 gallons of diesel in the <br /> reefer trailer tank, rather the tow truck placed absorbent in the tank, which was <br /> then transported to the Penske yard either in Stockton or Lathrop. <br /> Received a call back form Deputy Aaron Silva who confirmed the information <br /> regarding the spill and provided the contact information for the driver of affected <br /> reefer trailer. According to Aaron Silva, the driver notified Penske of the vehicle <br /> accident, and Penske hired the towing and spill clean-up contractors. According to <br /> Silva, Penske rented the affected trailer from PLM. <br /> 5105.rpt Page 1 of 3 <br />
