�OAQUIN Environmental Health Department <br /> SANS <br /> COU NTY— <br /> t,,3:nr:- mist ),4n r <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: ALLIANCE SHIPPERS Date: Sep 16,2020 <br /> RP Mailing Address: 2678 S LILAC AVE Record ID#: C00052626 <br /> BLOOMINGTON, CA 92316- Program Element: 2546 <br /> Spill Location: 6540 S AUSTIN RD, STOCKTON Release/Spill Response(excluding Joint Team) <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> 1 PINT OF DIESEL FUEL SPILLED AT 14:09 PACIFIC TIME AT RAIL YARD IN STOCKTON. <br /> OBSERVATIONS: <br /> On 9/15/2020, received Cal OES Report#20-5163 reporting 1 pint of diesel released from a refrigeration unit due to a <br /> mechanical malfunction-, release stopped and contained; no waterways or storm drains impacted;contractor will be <br /> conducting clean-up.After calling and discussing the release and clean-up with Cisco Sanchez, BNSF contact to Cal OES, <br /> Justin Piper, BNSF Haz Mat Manager, Meelan Surrell, BNSF Office Coordinator, John Brainard, BNSF Load and Ride <br /> Solutions Manager, Steve McCurdy, BNSF on-site supervisor, Jeremy Sirkin of Ponder Environmental Services, and Nathan <br /> Baker, Ponder Environmental Services on-site foreman, I confirmed the following information: 1 pint of diesel leaked from <br /> the refrigeration trailer(trailer#ALL2531221)fuel tank,with no impact to the ground where the trailer was found leaking on <br /> track 304, according to Drew McCurdy,-the leaking trailer was immediately moved to the lined leaker pit and cleaned by <br /> Nathan Baker of Ponder. 1 x 55 gallon drum of red dye diesel fuel and 1 x 5 gallon container of rags and a pogo pump <br /> contaminated with red dye diesel were generated from the clean-up and remained on-site pending analytical. <br /> Be advised that the disposal of any waste[HSC 5411]or disposal of any hazardous waste, or the causing thereof, is <br /> prohibited when the disposal is at a facility which is not permitted or authorized for hazardous waste disposal. [HSC <br /> 25189.5(a).]. Be aware that all hazardous waste shall be disposed of under appropriate hazardous waste manifesting <br /> procedure[HSC 25160(b)(3)].
