Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0053156 Site Location: 1033 N STOKES AVE <br /> Activity Summary <br /> Activity Date Recorded by <br /> 12/16/2020 Called Aric Morton, Broadbent&Associates, 530-518-3437. He explained that he ALANIZ <br /> was with a consulting company hired by the responsible party, pilot Travel Centers <br /> LLC. Pilot hired environmental contractor NRC to clean the release. I suggested <br /> that Eric make a spill report to CalOES. He replied that he did not think the waste <br /> was considered a hazardous material. Eric did not have any contact information <br /> for employees on site. <br /> No injuries or evacuations were reported from this incident. <br /> Called the Stockton Unified School District superintendent's office, 209-933-7070, <br /> and left a message. <br /> Left for the site at 5:40 p.m. and arrived at 6:36 p.m. Met with Miguel Magdaleno, <br /> roadmaster. Miguel works for the property owner, Stockton Terminal & Eastern <br /> Railroad. Discussed the spill and the safety. Received the responsible party <br /> information from Miguel. <br /> Puddles of diesel exhaust fluid (DEF)were observed around the railcar. <br /> Approximately 50 feet of ballast and soil from the railcar were affected by the <br /> release. No waterways or storm drains were observed to be impacted. The railcar <br /> number is UTLX 680541. <br /> Called Eric Handler, Pilot, 801,643-2058, <eric.hand ler@pi lottravelcenters.com>. <br /> Left a message. Received a call from Aric Morton instructing me to call Chip <br /> Hughes, director of the environmental department for Pilot. Chip's phone number <br /> is 865-206-5296 and his email is <chip.hughes@pilottravelcenters.com>. Called <br /> him and informed him about the notice to abate and the required cleanup. NRC is <br /> going to vacuum the DEF, wash the area with water, and suck up the rinsate. <br /> Wrote a notice to abate and emailed it to him and Miguel. Confirmed that both <br /> people received it. Chip sent a confirmation email. <br /> Tim Babcock, senior scientist with Broadbent, arrived at approximately 8:00 p.m. <br /> He is going to oversee the cleanup done by NRC. I discussed the cleanup <br /> procedure with Tim. <br /> The NRC cleanup crew arrived at 8:45 p.m. I left once it was confirmed that they <br /> knew what the cleanup plan was. <br /> Miguel informed me that he needed to be with me if I was going to the site the next <br /> day.
