Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CO0053156 Site Location: 1033 N STOKES AVE <br /> Activity Summary <br /> Activity Date Recorded by <br /> 12/17/2020 Received the following update from Chip Hughes via email in the morning ALANIZ <br /> <Chip.Hughes@pilottravelcenters.com>: <br /> "NRC used a 5,000 gallon vac truck to capture remaining standing fluids and then <br /> proceeded to wash an capture area. During the wash down a rain came through <br /> (-1 to 2AM). Water DEF was recovered to the point vac truck was full (5k gal). <br /> using pH strips Broadbent confirmed the DEF was captured. Evidently it had <br /> rained over the previous weekend out here as well, so some of the liquids <br /> captured coming from the ballast was from that rain too. At the start of clean up <br /> the liquids being collected were running in a pH range of 9, by 2 AM the pH of the <br /> fluids being collected had dropped to 7, or back to basic. This shows that what <br /> standing DEF that was around the area was collected and the wash down along <br /> with the rain rinsed residual DEF off." <br /> Sent a reply back asking for the safety data sheet(SDS). <br /> Received an email from Aric Morton <aricm@broadbentinc.com>with the SDS. <br /> Called Tim Babcock, 530-513-0468. He said that all of the standing diesel <br /> exhaust fluid (DEF) and water rinsate was captured in the 5,000 gallon vac truck. <br /> The entire truck was filled. The waste is currently on site and is going to be <br /> profiled by Clean Harbors for proper disposal. A temporary ID number has been <br /> generated for the site. Tim explained that the water was "tea colored" and was <br /> concerned of cross contamination. <br /> Called the superintendent's office at 209-933-7070 and spoke with Abby <br /> Rodriguez, <asrodrig uez@stocktonusd.net>. She said she would inform the <br /> superintendent and Franklin High School principal. Emailed her a copy of the SDS <br /> for the DEF and confirmed that she received it. <br /> Called John Murphy with the Water Board, (916)464-4636, and left a message <br /> asking for a call back. <br /> Completed the Prop 65 and photo log. <br /> 10:02 AM and 10:39 AM: Called Miguel Magdaleno, roadmaster, 209-636-7918, <br /> and left a message asking for a callback. <br /> Received a call back from Miguel at 10:56 AM. Scheduled to meet at the location <br /> at 1:00 PM. <br /> Confirmed spill report information with Aric Morton and informed him I was <br /> meeting with the Water Board at 1:00 p.m. <br /> 12:40 PM: Received a call from Jeff Tierney, water resource control engineer with <br /> the Water Boards, at 262-719-3246. He said he was going to be at the site <br /> around 1:15 p.m. Sent him the directions to the entrance of the facility. <br /> 1:00 PM: Arrived to the facility and met with Miguel. The release appeared to be <br /> caused by a locking failure in the railcar. <br /> 1:15 PM: Jeff Tierney and Isabella Bencomo, scientific aid, arrived on site. <br /> Showed the spill area to them. Brown water was observed on the ballast around <br /> the rail car. In addition, a yellowish-white crust was seen on the north west side of <br /> the railcar. Several pH samples of brown water were taken around the car and <br /> they tested between 8-8.5. The yellow crust had a pH of approximately 8.0 <br /> Discussed further actions with Jeff and it was agreed I would refer the incident to <br /> the Water Board. Emailed Jeff the SDS, consultation information, and responsible <br /> party information.
