Cal OES spill report 20-4568. UPRR 833 E 8th St. 100 gallon reported BACKUS <br /> diesel spill from overfilling a locomotive. Reported by Xavier ludiciani of UPRR via <br /> SJGH, 888-877-7267. 1 called Xavier and he stated that a cleanup contractor will <br /> be evaluating and securing the spill scene tonight and cleanup will take place <br /> tomorrow in the daylight hours. No waterways impacted. <br /> Day ER staff will respond on 8-21-20 <br /> 08/21/2020 Received CalOES spill report 20-4568 from night time ER lead senior Garrett ALANIZ <br /> Backus. <br /> According to the spill report, approximately 100 gallons of diesel fuel was released <br /> while fueling locomotive UP9923. <br /> Called Michael Algots, Union Pacific(UP) hazmat, 916-580-9999 and left a <br /> message. Called the UP emergency number 888-877-7267. 1 was informed by <br /> dispatch the spill occurred on 8/20/2020 and that Patriot Environmental was hired <br /> to clean the spill. <br /> Received a call back from Michael Algots. Derek Smith with Patriot Environmental <br /> responded to the spill to examine it. Peter Mason, a private consultant, was hired <br /> to oversee the cleanup on 8/21/2020. After 8/21/2020, Golder would take over as <br /> the consultant. Velocity Rail was going to be the responsible party. Michael <br /> informed me to call Derek to get more information. <br /> Called Derek, 916-347-8724, and discussed the cleanup. USA Dig had been <br /> called and he was waiting for the ticket to clear. Cleanup was expected to start in <br /> the afternoon. Derek also informed me that the spill happened while the <br /> locomotive was moving. Received several photos of the spill and the spill location <br /> from Derek. <br /> Received a call from Michael asking for me to make Union Pacific the responsible <br /> party. <br /> Created the complaint, marked the spill location on the map, completed the prop <br /> 65, and wrote the notice to abate. The notice to abate was emailed to Michael at <br /> <mjalgots@up.com> and I confirmed that he received it. <br /> According to the information received: Diesel fuel released onto soil on both sides <br /> of the locomotive creating a stained area of approximately 20x30 feet. Multiple <br /> rails were affected. <br /> Received a confirmation email from Mike Algots. <br /> Created a photo log with the photos received from Derek Smith. <br /> Received a call from Derek letting me know that the cleanup was going to be <br /> completed around 5:30.
