The submittal contains all the information required to evaluate <br /> applicability of the General Order; therefore, the NOI is considered complete. Based on <br /> the information provided in the NOI, the discharge meets the conditions of the General <br /> Order. The discharge is hereby covered under State Water Resources Control Board <br /> General Order 2003-0003-DWQ-0223. Please include this number on all <br /> correspondence related to this discharge. <br /> PROJECT LOCATION AND DESCRIPTION <br /> The Telsa Treatment Facility (Facility) is located at 9000 West Vernalis Road, Tracy in <br /> San Joaquin County, as shown on Attachment A. This is an existing Facility that has not <br /> been previously regulated. The Facility is a drinking water treatment plant that uses <br /> ultraviolet (UV) light and chlorine to disinfect water from the Hetch Hetchy water supply <br /> system. The Tesla Treatment Facility supplies drinking water to 2.7 million water users <br /> in the San Francisco Bay Area. The Facility consists of UV reactors, chlorine storage <br /> and feed system, two low lying basins that capture storm water and Hetch Hetchy raw <br /> water from different points in the treatment process, and artificial wetlands. <br /> As part of routine operation and maintenance activities for the Facility, raw water (clean) <br /> is discharged to two man-made low-lying percolation basins (Grit Ponds # 1 and 2). Grit <br /> Pond #1, located southeast of the Facility, receives discharged water from sample <br /> analyzers and raw water backwash, and has an estimated capacity of 135,000 gallons. <br /> Approximately 1,320 gallons per day are discharged intermittently to Grit Pond #1. If <br /> needed, any overflow can be directed to the artificial wetland. As described in the NOI, <br /> the wetland is an artificial wetland, verified by the U.S. Army Corps of Engineers in 2001 <br /> as a non-jurisdictional feature. The artificial wetland is approximately 2.5 acres and <br /> consists mostly of grass and bare dirt. <br /> KARL E.
