Telsa Treatment Facility - 2 - 06 October 2021 <br /> General Order 2003-0003-DWQ-0223 <br /> Grit Pond #2 has a capacity of approximately 25,800 gallons and receives daily grit <br /> backwash/flushing of fresh water received from the Hetch Hetchy Reservoir. The pond <br /> was designed to overflow to the artificial wetland just east of the grit pond, where it <br /> percolates and evaporates, as shown on Attachment A. Approximately 25,800 gallons <br /> per day are discharged as needed to Grit Pond #2. <br /> Both ponds are inspected daily and are maintained by removing plants and <br /> accumulated grit as necessary to facilitate evaporation and percolation. Visual <br /> observations have not identified any discharged water leaving Facility property and no <br /> objectionable odors have been reported. <br /> As part of the NOI, the Discharger submitted a water balance for a 100-year, 24-hour <br /> storm event and a 100-year, 30-day storm event, signed and stamped by a Registered <br /> Professional Engineer. For both evaluations, the ponds and the wetland areas have <br /> sufficient capacity to manage wastewater discharged from the Facility and storm water. <br /> The Water Quality Control Plan for the Sacramento River and San Joaquin River <br /> Basins, Fifth Edition, revised May 2018 (hereafter Basin Plan), designates beneficial <br /> uses, establishes water quality objectives, contains implementation plans and policies <br /> for protecting waters of the basin, and incorporates by reference plans and policies <br /> adopted by the State Water Resources Control Board. Pursuant to §13263(a) of the <br /> California Water Code (CWC), waste discharge requirements must implement the Basin <br /> Plan. <br /> FACILITY-SPECIFIC REQUIREMENTS <br /> The General Order and this Notice of Applicability regulates discharges from the Telsa <br /> Treatment Facility. <br /> 1. Wastewater shall be disposed of as described in the Notice of Intent and in <br /> accordance with the requirements contained in the General Order. If UV bulb <br /> breakage occurs, the Discharger is required to follow their Mercury Response <br /> Standard Operating Procedures and notify the Central Valley Water Board of the <br /> breakage within 24 hours. <br /> 2. Discharging at a location or in a manner different from that described in the <br /> Notice of Intent or this Notice of Applicability is prohibited. <br /> 3. All technical reports required herein that involve evaluation, or other work <br /> requiring interpretation and proper application of engineering or geologic <br /> sciences, shall be prepared by or under the direction of persons registered to <br /> practice in California pursuant to California Business and Professions Code, <br /> section 6735, 7835, and 7835.1. As required by these laws, completed technical <br /> reports must bear the signature(s) and seal(s) of the registered professional(s) in <br /> a manner such that all work can be clearly attributed to the professional <br /> responsible for the work. <br /> 4. Monitoring results shall be submitted on a semi-annual basis in accordance the <br /> General Order's Monitoring and Reporting Program. For the January through <br /> June reporting period, the monitoring report is due August 15. For the July <br /> through December reporting period, the monitoring report is due February 15. <br />
