Telsa Treatment Facility - 2 - 06 October 2021
General Order 2003-0003-DWQ-0223
Grit Pond #2 has a capacity of approximately 25,800 gallons and receives daily grit
backwash/flushing of fresh water received from the Hetch Hetchy Reservoir. The pond
was designed to overflow to the artificial wetland just east of the grit pond, where it
percolates and evaporates, as shown on Attachment A. Approximately 25,800 gallons
per day are discharged as needed to Grit Pond #2.
Both ponds are inspected daily and are maintained by removing plants and
accumulated grit as necessary to facilitate evaporation and percolation. Visual
observations have not identified any discharged water leaving Facility property and no
objectionable odors have been reported.
As part of the NOI, the Discharger submitted a water balance for a 100-year, 24-hour
storm event and a 100-year, 30-day storm event, signed and stamped by a Registered
Professional Engineer. For both evaluations, the ponds and the wetland areas have
sufficient capacity to manage wastewater discharged from the Facility and storm water.
The Water Quality Control Plan for the Sacramento River and San Joaquin River
Basins, Fifth Edition, revised May 2018 (hereafter Basin Plan), designates beneficial
uses, establishes water quality objectives, contains implementation plans and policies
for protecting waters of the basin, and incorporates by reference plans and policies
adopted by the State Water Resources Control Board. Pursuant to §13263(a) of the
California Water Code (CWC), waste discharge requirements must implement the Basin
Plan.
FACILITY-SPECIFIC REQUIREMENTS
The General Order and this Notice of Applicability regulates discharges from the Telsa
Treatment Facility.
1. Wastewater shall be disposed of as described in the Notice of Intent and in
accordance with the requirements contained in the General Order.
