Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CODYOYNN6 Site Location: 21329 E MARIPOSA RD <br /> Activity Summary <br /> Activity Date Recorded by <br /> 09/06/2020 8:42 AM - 12:30 PM: Received the following complaint from SJC General Hospital: FLORIDO <br /> California Highway Patrol (CHP) reported a 4 gallon engine oil spill into an almond <br /> orchard at Mariposa Rd and Van Allen Rd in Escalon due to a vehicle accident. <br /> Called and spoke to CHP dispatch who stated she will have Sgt Plant give me a <br /> call back. Prepared for complaint inspection. Received a call back from Sgt. Kyle <br /> Plant who states Valley Farm Transport(VFT) is the responsible party, Matthew <br /> Nickum is the on-site responsible party contact, and All Environmental Services is <br /> en-route to conduct the clean-up. Left home for site. <br /> Arrived on-site and met with Sgt Plant and Matthew Nickum. Observed an <br /> approximate 20x15 ft area of oil that appeared to be floating on water in the soil of <br /> the almond orchard on the north side of Mariposa Rd and west of Van Allen Rd. <br /> Per Sgt Plant, he estimates 10 gallons of engine oil spilled and states the water <br /> was from the sprinkler system that was turned on prior to the incident. The VFT <br /> truck diesel saddle tanks were not leaking. Also observed a large amount of <br /> tomatoes that had also spilled onto the soil in between Mariposa Rd and the <br /> orchard, from the VFT truck. Fewer tomatoes were observed adjacent to the south <br /> side of Mariposa Rd. Took photos of the oil and tomato spills. <br /> Discussed the clean-up of the tomatoes with Matthew, as he wasn't sure if All <br /> Environmental would be cleaning up the tomatoes, or if he needed to contact SJC <br /> Public Works. I called SJC Public Works (209-468-3000) and spoke to the on-call <br /> staff person, John Moore who stated he was aware of the spill and was on his way <br /> to take a look at the spill. <br /> Brandon Espinoza from All Environmental Services arrived on-site to assess the <br /> spill for clean-up. Per Brandon, today he will create a berm around the oil spill to <br /> contain it to one area, tarp and cone the oil spill, and return tomorrow morning to <br /> excavate the contaminated soil. Today Brandon will also be pumping out the <br /> diesel from the VFT truck's passenger side saddle tank, as he was told by the <br /> towing company that the tank has a hole at the top it. Brandon to place the diesel <br /> in a drum and leave the drum on-site until the clean-up is complete. Either today <br /> or tomorrow, Brandon will also be cleaning up the spilled tomatoes. <br /> Brandon plans to transport the excavated soil as non-haz to either Republic <br /> Services/Forward Landfill on Austin Rd. in Manteca, or Redrock Environmental <br /> landfill in Chowchilla, CA. Brandon stated once the clean-up is complete, the <br /> diesel pumped from the saddle tank will go to Yuma,Arizona as non-haz, <br /> mentioning that the diesel is still useable. <br /> Called Haza Saeed, Ld Sr REHS, and discussed All Environmental's plan for the <br /> waste disposal. <br /> Generated complaint. Generated Notice To Abate and emailed it to Matthew <br /> Nickum. <br /> Brandon informed me that instead of tarping the oil spill, he will be applying <br /> absorbent pads and boom to the oil spill to contain the spill and caution tape off <br /> the area. <br /> Informed John Moore that All Environmental stated they will be conducting <br /> clean-up of the tomatoes. <br /> Took photos of the oil spill containing absorbent pads and boom; the spill area <br /> was cautioned taped off. Took photos of the two 55-gallon drums of diesel that <br /> was pumped out of one of the truck's saddle tanks; the drums had caution tape <br /> wrapped around them and were labeled as Diesel. <br /> 5105.rpt Page 2 of 4 <br />
