The car is in a
controlled and contained environment awaiting further inspection and remediation
by hazmat professionals. Incident Location reported as : 720 S B St. in Stockton.
Called BNSF dispatch and was referred to Russ Cole, BNSF Manager. Called
Russ and left him a voice message. An hour passed and I didn't receive a call
back from Russ. I called BNSF dispatch back and was told that Russ was the only
person that would have more information about the spill and cleanup. Called Russ
back and still no answer. Called the phone number(209-460-6393) for BNSF
Railway at 720 S B St. found on the internet, but the call did not go through. Called
and left Justin Piper of BNSF a voice message. Called and left John Brainard of
BNSF a voice message. Received a call back from John Brainard who said he
was on vacation but would inform Russ Cole to call me back.
Received a call back from Russ who states an Estes Express container
#ESTU500641 was found at the BNSF Intermodal Hub at 6540 S Austin Rd in
Stockton, containing a punctured IBC tote of liquid soap, which caused a release
of less than 1 pint. Russ states, no soil or drains were impacted, and a spill to the
ground could not be identified due to evaporation of the liquid soap. Russ states,
Brandon Eck of Patriot Environmental conducted the clean-up of the container and
sealed the punctured tote to prevent further release of the liquid soap. Russ
states, the affected tote will be transported back to an Estes facility. Russ did not
know if any waste was generated by Patriot Environmental as a result of the spill
clean-up. Left Brandon Eck of Patriot a voice message, but have not received a
call back. Russ provided photos of the punctured tote and of the Estes Express
container, which he states were taken by Brandon of Patriot. Russ did not provide
photos of the spill or clean-up.
Generated complaint and the Notice To Abate. Emailed Notice To Abate to Mark
Zachary of Estes Express, and CC'd Rick Nelson of Estes Express, Russ Cole,
and Elena Manzo, Ld Sr REHS.
10/12/2020 Completed 10/11/20 narrative and submitted overtime information.
