Complaint Investigation Summary Report#:5105
COMPLAINT ID: CONANPCJL Site Location: 6966 S INLAND DR
Activity Summary
Activity Date Recorded by
08/11/2020 Received a response from Jana Labrucherie, <jlabrucherie@sjgov.org>, on ALANIZ
8/11/2020.
Called Hayden Lee, 209-247-5964, and left a message.
Looked up the property owner information in CERS and could not find any contact
information.
Received a call from Hayden Lee. He explained that some of the pesticides that
spilled did not have a specific test. The chemicals tested are similar to the
pesticides and would indicate if there was any present after the spill.
Sent an email to Hayden Lee asking for more information at
<haydenlee@whfinc.com>.
08/11/2020 Received call from State Water Board, asked about this complaint. Referred her to GAITAN
John Alaniz IREHSI. Notified John about the call.
08/12/2020 Received a call from Izabella with the Water Board, 916-724-9765. She had ALANIZ
questions about the complaint. Called her back and left a message.
08/13/2020 Called Isabella Bencomo, Water Board, at 916-724-9765, ALANIZ
<isabella.bencomo@waterboards.ca.gov>. Discussed the complaint with her and
she asked to be updated.
Received a response from Hayden Lee <haydenlee@whfinc.com>, on 8/12/2020.
Hayden said:
As we discussed on the phone certain parameters were not available for analysis at
our local lab and had to be sent out to multiple outside labs in order to test the
specific compounds listed on the SDS sheets. We chose to run the TEPH to
capture the Mineral oil and the SVOC panel which captured at least one of the
pesticides that were listed on the SDS sheet. We chose these parameters as
indicators since the Mineral Oil was used in the highest concentration within the
pesticide mixture and because there was not enough sample available to send out
to multiple labs. Our thought process was, depending on the levels identified in
these samples, if we saw high levels of mineral oil or any presence of SVOCs we
could collect additional samples (and target more specific sampling locations and
depths) and send out as necessary.
This explanation was not sufficient. He did not address why he would not have a
concern for the other pesticides of lower concentrations he was not able to test for.
08/17/2020 Discussed fish bioassay testing with Elena Manzo.
