Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: CONANPCJL Site Location: 6966 S INLAND DR <br /> Activity Summary <br /> Activity Date Recorded by <br /> 08/17/2020 Received a response from Hayden Lee <haydenlee@whfinc.com> on 8/17/2020 ALANIZ <br /> letting me know that he would be able to conference call. <br /> Called Hayden Lee, 209-247-5964, and discussed the cleanup. Informed him that <br /> we needed more information to determine if there was a possibility for the spill to be <br /> left in place. <br /> Emailed Hayden several hazardous waste determination documents so he could <br /> determine if the soil contaminated pesticide was hazardous waste. <br /> Received another email from Hayden with a new plan to run additional testing. <br /> Hayden wanted to run a fish bioassay test to show that the waste was not <br /> hazardous. <br /> Reviewed the SDS sheets for hazardous waste testing. Aquatic toxicity was the <br /> primary concern for hazardous waste regulations. <br /> Called Hayden Lee and got the dilution rations for each ingredient. <br /> Dilution ratios: <br /> ZARA WSB: 3oz/646 gallons <br /> VIGILANT 4SC: 24oz/646 gallons <br /> INTREPID 2F: 16oz/431 gallons <br /> QUICK ULTRA WITH AWAKEN: 1.5 pints/600 gallons <br /> The following concerns were noted for each ingredient: <br /> ZARA WSB: Aquatic Toxicity, not enough info for inhalation Toxicity <br /> VIGILANT 4SC: Aquatic Toxicity, not enough info for inhalation Toxicity <br /> INTREPID 2F: Aquatic Toxicity, not enough info for inhalation or dermal <br /> QUICK ULTRA WITH AWAKEN: Not enough info <br /> The SDSs showed there was no concern for heavy metals or corrosiveness <br /> 08/17/2020 Complaint discussion with J. Alaniz (EHD), participated in a conference call with J. MANZO <br /> Alaniz and Hayden Lee <haydenlee@whfinc.com> to discuss clean up options. <br /> Hayden indicated that no clean up goals (ESL etc.)exist for the spilled pesticide <br /> mixture. Advised to evaluate how the facility will ascertain that the residual <br /> contamination will be acceptable to be left a in place with the risk of exposure or <br /> environmental impact in mind. Hayden indicated that he will touch base with his <br /> client to determine if excavation or further residual spill contamination evaluation will <br /> be undertaken. <br /> 08/20/2020 Discussed complaint with Elena Manzo. ALANIZ <br /> 08/21/2020 Received an email from Hayden Lee <haydenlee@whfinc.com> on 8/21/2020 askinc ALANIZ <br /> about the county decision for the fish bioassay. Emailed him a response. <br /> 08/24/2020 Discussed fish bioassay testing with lead senior Elena Manzo. It was determined ALANIZ <br /> that fish bioassay testing would be acceptable to determine if the spill could be left <br /> in place. <br /> 08/24/2020 Sent an email to Hayden Lee, 209-247-5964, <haydenlee@whfinc.com>, letting him ALANIZ <br /> know that a fish boiassay test would be acceptable. Called him to discuss <br /> sampling. Hayden wanted to use the original samples he took and composite the <br /> worst ones. I told Hayden that he needed to prove the samples were still usable.
