Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: COQXZNQTU Site Location: 800 E PESCADERO AVE <br /> Activity Summary <br /> Activity Date Recorded by <br /> 06/18/2020 5:00 PM- 10:24 PM Continuation from day. ALANIZ <br /> Arrived on site and met with Anthony Harb, Safety Manager with McLain Food <br /> Service. Also on site was Jim Carroll, vacuum truck worker with ABC Plumbing. <br /> ABC Plumbing was hired by All Environmental Services, environmental cleanup <br /> contractor, to pump the storm drain sump. <br /> Anthony showed me the spill area on the pavement. Diesel staining was observed <br /> starting near the center median on Pescadero St. and ending at a storm drain in <br /> the McLain Food Service parking lot. The diesel spill on the pavement was <br /> adequately cleaned by All Environmental Services. Approximately two 55 gallon <br /> drums of diesel contaminated absorbent waste was generated from the pavement <br /> cleanup. <br /> The impacted storm drain in the parking lot discharges into a nearby canal <br /> approximately 15 feet west. A diesel water mixture was observed discharging out <br /> of the storm drain pipe and into the canal. Diesel contaminated water was seen <br /> one quarter of a mile downstream from the storm drain discharge point. No diesel <br /> contaminated water was seen half a mile and three quarters of a mile <br /> downstream. Vegetation, fish, and other wildlife were observed in the canal. No <br /> dead wildlife was observed. <br /> Brandon Espinoza,All Environmental Services, 209-648-8060, arrived on site at <br /> approximately 6:30 p.m. Showed him the canal area contaminated with diesel <br /> fuel. He said his plan was to put absorbent booms around the pipe outlet and <br /> pump out the diesel water from the sump. <br /> The impacted storm drain contained a sump before it reached the canal. The <br /> cleanup crew attempted to pump the sump with a 1800 gallon pump truck but it <br /> did not work because there was too much water. Diesel was still observed in the <br /> drain after the truck had been filled. The initial plan was to take the water from the <br /> pump truck and put it into 55 gallon drums. It was decided that more equipment <br /> and people were needed to conduct a complete cleanup. <br /> The plan was revised to plug the drain on both ends of the impacted storm drain. <br /> Once this would be done, the piping section blocked off by the plugs would be <br /> remediated. According to Anthony, the entire draining system at the facility goes <br /> through the impacted storm drain before it reaches the canal. Piping upstream of <br /> impacted drain was inspected to make sure the diesel had not migrated the other <br /> direction. No contaminated piping upstream was observed. <br /> It was decided that the cleanup was going to occur on 6/19/2020 so the cleanup <br /> company could secure more supplies and people to assist with the cleanup. Since <br /> the cleanup was going to be completed the next day, Brandon had two of his <br /> employees come out from other shops with bigger absorbent booms and several <br /> totes for the diesel waste water in the vacuum truck. To contain the diesel, a <br /> bigger boom was placed around the outlet pipe going into the canal. In addition, a <br /> boom was placed in a narrow part of the canal one quarter of a mile downstream <br /> where the diesel sheen was very faint and appeared to be the end of the impacted <br /> area. This was done to limit the spread of contamination. I inspected an area 1/2 <br /> a mile and 3/4 of a mile downstream. Those areas were not observed impacted. <br /> All of the waste generated was left on site. Brandon is going to run samples to <br /> determine if the waste is hazardous. <br /> Called Robert De Leon, Supervisor with DTL Transport, 559-577-6300. Informed <br /> him of the EHD process (notice to abate, billing, Prop 65...). Gathered his <br /> information and created a complaint. He requested that the notice to abate be <br /> emailed to him at<reapairs@dtltransport.com> and asked me to cc <br /> 5105.rpt Page 2 of 11 <br />
