<br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 130 <br /> <br />With the implementation of Mitigation Measures MM HYD-1, MM AES-2, MM BIO- <br />14, and MM BIO-1 potential impacts to the movement of native resident or migratory <br />fish or wildlife species or with established native resident or migratory wildlife <br />corridors, or native wildlife nursery sites would be reduced to: Less than Significant <br />with Mitigation Incorporated. <br /> <br />e) Conflict with any local policies or ordinances protecting biological resources, <br />such as a tree preservation policy or ordinance? <br /> <br />No Impact. The Study Area overlaps six counties, each of which has a county <br />general plan outlining goals and strategies for conservation of ecologically significant <br />lands, wetlands, plant and wildlife habitat; protection of rare, threatened and <br />endangered species of fish, wildlife and plants, significant plant communities, and <br />other resources which stand out as unique because of their scarcity, scientific value, <br />aesthetic quality or cultural significance; and encouragement of the preservation and <br />restoration of the natural characteristics of each county. <br />The Proposed Project would not conflict with the policies and strategies outlined in <br />the 2030 County Wide General Plan for Yolo County (Yolo County 2009), the Contra <br />Costa County General Plan 2005-2020 (CCCDCD 2005), the San Joaquin County <br />General Plan Policy Document (Mintierharnish Planning Consultants 2016), the East <br />County Area Plan: A Portion of the Alameda County General Plan (ACCDAPD <br />1994), the Solano County General Plan (Solano County 2008) and the Sacramento <br />County General Plan of 2005 – 2030 (Sacramento County 2011). <br />While there would be no impact regarding local policies or ordinances protecting <br />biological resources, such as a tree preservation policy or ordinances, <br />implementation of Mitigation Measure MM AES-1, MM AES-2, MM BIO-1 through <br />20, MM HYD-1 and MM HAZ-1 through 4 would further avoid, minimize and/or <br />reduce the potential for impacts. <br />f) Conflict with the provisions of an adopted Habitat Conservation Plan, Natural <br />Community Conservation Plan, or other approved local, regional, or state <br />habitat conservation plan? <br /> <br />Less than Significant Impact. The Study Area overlaps four Habitat Conservation <br />Plans (HCP) and one Habitat Conservation Strategy: <br />• San Joaquin County Multi-Species Habitat Conservation and Open Space Plan <br />(SJMSCP) (San Joaquin County 2000), <br />• Yolo County NHP (ICF 2018), <br />• East Alameda County Conservation Strategy (ICF 2010), <br />• East Contra Costa County Habitat Conservation Plan (East Contra Costa County <br />Habitat Conservancy 2006), and
