<br /> <br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 151 <br />reference” the “programmatic review” conducted for the GHG emissions reduction plan. <br />“An environmental document that relies on a greenhouse gas reduction plan for a <br />cumulative impacts analysis must identify those requirements specified in the plan that <br />apply to the project, and, if those requirements are not otherwise binding and <br />enforceable, incorporate those requirements as mitigation measures applicable to the <br />project.” (CEQA Guidelines § 15183.5, subd. (b)(2).) <br /> <br />Section 12 of the GGERP outlines the steps that each DWR project will take to <br />demonstrate consistency with the GGERP. These steps include: <br /> <br />a. Analysis of GHG emissions from construction of the Proposed Project, <br /> <br />b. Determination that the construction emissions from the Proposed Project do not <br />exceed the levels of construction emissions analyzed in the GGERP, <br /> <br />c. Incorporation of DWR’s project level GHG emissions reduction strategies into the <br />design of the Proposed Project, <br /> <br />d. Determination that the Proposed Project does not conflict with DWR’s ability to <br />implement any of the “Specific Action” GHG emissions reduction measures <br />identified in the GGERP, and <br /> <br />e. Determination that the Proposed Project would not add electricity demands to the <br />State Water Project system that could alter DWR’s emissions reduction trajectory <br />in such a way as to impede its ability to meet its emissions reduction goals. <br /> <br />Consistent with these requirements, a GGERP Consistency Determination Checklist is <br />attached as Appendix B, documenting that the Proposed Project has met each of the <br />required elements. <br />3.8.2 Discussion <br />a) Generate greenhouse gas emissions, either directly or indirectly, that may <br />have a significant impact on the environment? <br />Less than Significant. GHG emissions for the Proposed Project have been <br />calculated to be 6,203.2 mtCO2e (Appendix B). Based on the analysis provided in <br />the GGERP and the demonstration that the Proposed Project is consistent with the <br />GGERP (as shown in the attached Consistency Determination Checklist), DWR as <br />the lead agency has determined that the Proposed Project’s incremental contribution <br />to the cumulative impact of increasing atmospheric levels of GHGs is less than <br />cumulatively considerable; therefore, impacts due to Proposed Project activities <br />would be less than significant. <br />
