<br /> <br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 152 <br />b) Conflict with an applicable plan, policy or regulation adopted for the purpose <br />of reducing the emissions of greenhouse gases? <br />Less than Significant with Mitigation Incorporated. The State CEQA Guidelines <br />require environmental analyses to evaluate both the level of GHG emissions <br />associated with a project and the project’s consistency with an applicable plan, <br />policy, or regulation adopted for the purpose of reducing GHG emissions. <br /> <br />DWR has developed a GGERP (DWR 2012) to guide its efforts in reducing GHG <br />emissions. The GHG emissions reduction measures proposed in the GGERP were <br />developed for the purpose of reducing emissions of GHGs in California as directed <br />by Executive Order S‐3‐05 and Assembly Bill 32. DWR has established the following <br />GHG Emissions Reduction Goals: <br /> <br />• Reduce GHG emissions from DWR activities by 50% below 1990 levels by <br />2020; and <br /> <br />• Reduce GHG emissions from DWR activities by 80% below 1990 levels by <br />2050. <br /> <br />Pre-construction and Final Design BMPs from the GGERP are designed to ensure <br />that individual projects are evaluated, and their unique characteristics taken into <br />consideration when determining if specific equipment, procedures, or material <br />requirements are feasible and efficacious for reducing GHG emissions from the <br />project. By incorporating the Pre-construction and Final Design BMPs, the Proposed <br />Project conforms to, and would not conflict with, applicable plans, policies, or <br />regulations adopted for the purpose of reducing GHG emissions; therefore, there <br />would be no impact. All variances from the GGERP were approved by the DWR <br />CEQA Climate Change Committee (Appendix B). <br /> <br />All applicable pre-construction and final design BMPs from the GGERP, with <br />variances as noted above, were incorporated as mitigation measures into this <br />document. Mitigation Measure MM GHG-1 would ensure that any impacts would be <br />reduced to less than significant with mitigation incorporation. <br /> <br />MM GHG-1: <br /> <br />a. Evaluate project characteristics, including location, project work flow, site <br />conditions, and equipment performance requirements, to determine whether <br />specifications of the use of equipment with repowered engines, electric drive <br />trains, or other high efficiency technologies are appropriate and feasible for <br />the project or specific elements of the project. <br /> <br />b. Minimize idling time by requiring that equipment be shut down after five <br />minutes when not in use (as required by the State airborne toxics control
