Field personnel will routinely inspect the work site to verify that the Spill <br />Prevention and Response Plan is properly implemented and maintained. <br />Staff will notify contractors immediately if there is a noncompliance issue <br />and will require immediate correction of any noncompliant behavior. <br /> <br />g. Absorbent materials will be used on small spills located on impervious <br />surface rather than hosing down the spill; wash waters shall not discharge <br />to the storm drainage system or surface waters. For small spills on <br />pervious surfaces such as soils, wet materials will be excavated and <br />properly disposed rather than burying it. The absorbent materials will be <br />collected and disposed of properly and promptly. <br /> <br />As defined in 40 CFR 110, a federal reportable spill of petroleum products <br />is the spilled quantity that: <br /> <br />a) Violates applicable water quality standards; <br /> <br />b) Causes a film or sheen on, or discoloration of, the water surface or <br />adjoining shoreline; or <br /> <br />c) Causes a sludge or emulsion to be deposited beneath the surface <br />of the water or adjoining shorelines. <br /> <br />h. If a spill is reportable, the contractor will notify the DWR staff, and the <br />DWR staff will take action to contact the appropriate safety and cleanup <br />crews to ensure that the Spill Prevention and Response Plan is followed. <br />A written description of reportable releases must be submitted to the <br />Regional Board and the California Department of Toxic Substances <br />Control (DTSC). This submittal must contain a description of the release, <br />including the type of material and an estimate of the amount spilled, the <br />date of the release, an explanation of why the spill occurred, and a <br />description of the steps taken to prevent and control future releases. The <br />releases will be documented on a spill report form. <br /> <br />i. If a significant spill has occurred, and results determine that project <br />activities have adversely affected surface water or groundwater quality, a <br />detailed analysis will be performed to the specifications of DTSC to <br />identify the likely cause of contamination. This analysis will include <br />recommendations for reducing or eliminating the source or mechanisms of <br />contamination. Based on this analysis, the DWR or contractors will select <br />and implement measures to control contamination, with a performance <br />standard that surface, and groundwater quality must be returned to <br />baseline conditions. These measures will be subject to approval by the <br />DWR, DTSC, and the Regional Board. <br />
