<br /> <br />Soil Investigations for Data Collection in the Delta <br />Initial Study/Proposed Mitigated Negative Declaration 159 <br />b. Create a significant hazard to the public or the environment through <br />reasonably foreseeable upset and/or accident conditions involving the release <br />of hazardous materials into the environment? <br /> <br />Less than Significant Impact with Mitigation Incorporated. The Proposed Project <br />would require the use of vehicles and equipment that may have a slight potential for <br />accidentally spilling oil or fuel. The previously noted Hazardous Materials Plan <br />would include procedures for responding to accidental releases. To reduce potential <br />impacts to less than significant, Proposed Project activities would incorporate <br />Mitigation Measures MM HAZ-1, MM HAZ-2 and MM HAZ-3 which would be <br />employed to prevent stockpiling and an accidental release or spill from occurring and <br />containing an accidental release or spill if it did occur. <br />MM HAZ-3: <br />a. Stockpiling materials, portable equipment, vehicles, and supplies, including <br />chemicals, will be restricted to areas adjacent to the drill or CPT rig, and not <br />adjacent or within riparian and wetlands areas or other sensitive habitats <br /> <br />b. Stockpiling materials, portable equipment, vehicles, and supplies, including <br />chemicals, will be restricted to docks or within the drill barge or ship. <br /> <br />c. Emit hazardous emissions or handle hazardous or acutely hazardous <br />materials, substances, or waste within one-quarter mile of an existing or <br />proposed school? <br /> <br />No Impact. There are no schools within one-quarter mile of an Impact Area and only <br />one school, Oak Ridge National Laboratory, Geographic Information Sciences and <br />Technology Group, within one half mile of any Impact Area. Since significant <br />quantities of hazardous materials would not be used during Proposed Project <br />activities, no impacts to existing or proposed schools are anticipated to occur. While <br />there would be no impact, implementation of Mitigation Measures MM HAZ-1, MM <br />HAZ-2, and PUB-1 would further avoid, minimize and/or reduce the potential for <br />impacts. <br />d. Be located on a site which is included on a list of hazardous materials sites <br />compiled pursuant to Government Code §65962.5 and, as a result, would it <br />create a significant hazard to the public or the environment? <br /> <br />No Impact. The Impact Areas are not included on any lists of hazardous materials <br />sites maintained by the State Water Resources Control Board or the Department of <br />Toxic Substances Control that are compiled pursuant to Government Code Section <br />65962.5. Thus, Proposed Project activities would not create a significant hazard to <br />the public or the environment and therefore no impacts would occur. <br />
