Complaint Investigation Summary Report#:5105 COMPLAINT ID: C00048503 Site Location: 13550 W HWY 12 Activity Summary Activity Date Recorded by 01/24/2019 Highway 12 13550. On site inspection with Sukhreet after gaining admission from WONG facility caretaker Andy Mets (294-6620).Told Andy EHD will try not to divulge his information that he let us in but we may not have a choice if at a deposition or other legal requirements. Andy said he understands. Observed the following: 1)A 1.5" PVC pipe inside a 6" perforated PVC piping sunk into the river by the dock on the north side is pumping surface water to a filtration and chlorination treatment system for potable water use among approximately 50 faucets throughout at the property. There are no permits for this system from EHD nor the State. 2) Each of the 7 floating homes (non-powered, non-navigable) is equipped with a approximately 10-15 gallon holding tank each with macerator inside. 4 floating homes on the north side is thus connected by hose below water surface to a 1200 gallon poly holding tank on the land side. 3 other floating homes on the south side are similarly connected by underwater hose, except the connection to the 3 separate holding tanks (2 concrete and 1 poly) have been disconnected since approximately Nov 2018. Andy states he has informed members to use only the facility restrooms since then, but he cannot verify if they heed his warning and still use the toilet at the floating homes. 3)Two restrooms behind BBQ deck discharge sewage to a 10-15 gallon tank with macerator inside, which is then pump to 5000 gallon poly holding tank behind the restroom. River water often floods over top of the macerator tank according to Andy. Andy also stated the holding tank may be leaking at bottom. Noted minor sewage odor. 4) Abandoned 8 inch pvc well with a depth of about 80 feet(depth per Andy) next to the power pole/switch box south of the restrooms. (Note: some of the junction boxes sit very close to water, and Andy stated water often floods over top of the junction boxes). 5) Caretaker trailer on site is connected to a separate 1200 gallon concrete septic holding tank at storage area. 6) Multiple abandoned 1200 gallon septic holding tanks are found on site. Responsible Party and Facility usage notes: -Joe Grindstone Association is the property owner on record, but multiple people holds stock/certificate of ownership of the island according to Andy, who are mostly the floating home owners. -There are about 50 members currently in the Joe Grindstone Association. About 5 are elected to the Board. Current president is Greg Owens. But he'll be resigning shortly (next week or so). 415-264-8676. Greg's home address is 5045 Cochrane, Oakland. - Facility rents out to various events throughout the year. Some of these events are known as"cruising", where multiple boats which multiple people on board. One cruising in 2017 consisted of 44 boats for total of 159 people. Caretaker estimated average about 400 people uses the facility in a year outside the normal members of the association. - Restrooms are used during these events, and water from the treatment system is frequently obtained to fill the potable tank on the boats. There is also a 2-comp sink possibly for food prep on the BBQ deck. (Uncertain where it drains to at this time) Other notes of concern: -Did not observe any backflow prevention device at any of the faucets or water distribution point outside the treatment unit. -Irrigation checkvalve unit under water. No backflow prevention observed. -No water sample analyses. Andy stated he's taken water samples in the past, but was forbidden to run them at a lab by the Board. -Water floods above junction boxes at restroom and at power pole.
