Complaint Investigation Summary Report#:5105 <br /> COMPLAINT ID: C00048503 Site Location: 13550 W HWY 12 <br /> Activity Summary <br /> Activity Date Recorded by <br /> 01/24/2019 Highway 12 13550. On site inspection with Sukhreet after gaining admission from WONG <br /> facility caretaker Andy Mets (294-6620).Told Andy EHD will try not to divulge his <br /> information that he let us in but we may not have a choice if at a deposition or <br /> other legal requirements. Andy said he understands. Observed the following: <br /> 1)A 1.5" PVC pipe inside a 6" perforated PVC piping sunk into the river by the <br /> dock on the north side is pumping surface water to a filtration and chlorination <br /> treatment system for potable water use among approximately 50 faucets <br /> throughout at the property. There are no permits for this system from EHD nor the <br /> State. <br /> 2) Each of the 7 floating homes (non-powered, non-navigable) is equipped with a <br /> approximately 10-15 gallon holding tank each with macerator inside. 4 floating <br /> homes on the north side is thus connected by hose below water surface to a 1200 <br /> gallon poly holding tank on the land side. 3 other floating homes on the south side <br /> are similarly connected by underwater hose, except the connection to the 3 <br /> separate holding tanks (2 concrete and 1 poly) have been disconnected since <br /> approximately Nov 2018. Andy states he has informed members to use only the <br /> facility restrooms since then, but he cannot verify if they heed his warning and still <br /> use the toilet at the floating homes. <br /> 3)Two restrooms behind BBQ deck discharge sewage to a 10-15 gallon tank with <br /> macerator inside, which is then pump to 5000 gallon poly holding tank behind the <br /> restroom. River water often floods over top of the macerator tank according to <br /> Andy. Andy also stated the holding tank may be leaking at bottom. Noted minor <br /> sewage odor. <br /> 4) Abandoned 8 inch pvc well with a depth of about 80 feet(depth per Andy) next <br /> to the power pole/switch box south of the restrooms. (Note: some of the junction <br /> boxes sit very close to water, and Andy stated water often floods over top of the <br /> junction boxes). <br /> 5) Caretaker trailer on site is connected to a separate 1200 gallon concrete septic <br /> holding tank at storage area. <br /> 6) Multiple abandoned 1200 gallon septic holding tanks are found on site. <br /> Responsible Party and Facility usage notes: <br /> -Joe Grindstone Association is the property owner on record, but multiple people <br /> holds stock/certificate of ownership of the island according to Andy, who are <br /> mostly the floating home owners. <br /> -There are about 50 members currently in the Joe Grindstone Association. About <br /> 5 are elected to the Board. Current president is Greg Owens. But he'll be <br /> resigning shortly (next week or so). 415-264-8676. Greg's home address is 5045 <br /> Cochrane, Oakland. <br /> - Facility rents out to various events throughout the year. Some of these events <br /> are known as"cruising", where multiple boats which multiple people on board. <br /> One cruising in 2017 consisted of 44 boats for total of 159 people. Caretaker <br /> estimated average about 400 people uses the facility in a year outside the normal <br /> members of the association. <br /> - Restrooms are used during these events, and water from the treatment system is <br /> frequently obtained to fill the potable tank on the boats. There is also a 2-comp <br /> sink possibly for food prep on the BBQ deck. (Uncertain where it drains to at this <br /> time) <br /> Other notes of concern: <br /> -Did not observe any backflow prevention device at any of the faucets or water <br /> distribution point outside the treatment unit. <br /> -Irrigation checkvalve unit under water. No backflow prevention observed. <br /> -No water sample analyses. Andy stated he's taken water samples in the past, but <br /> was forbidden to run them at a lab by the Board. <br /> -Water floods above junction boxes at restroom and at power pole. Andy stated <br /> he's felt minor electrical shock at the restroom area before. <br /> 5105.rpt Page 2 of <br />
