Complaint Investigation Summary Report#:5105 COMPLAINT ID: CO0048503 Site Location: 13550 W HWY 12 Activity Summary Activity Date Recorded by -Poly holding tank outside restroom may be leaking according to Andy. 01/25/2019 Highway 12 13550. Worked on photos and narratives. No charge but coded WONG toward enforcement preparation. Discussed with Linda and Michael on terms of "Floating Home" under Floating Home Regulation and "Floating Home Marina". Researched Agent of Service at CA Secretary of State website. May need to take water samples ourselves but need to discuss if we need permission from owner or if access from Andy is adequate. Also we may have the rights to post the floating homes if though it is regulated through CDD, as they would need also building permit and registration through HCD, neither of which they have. Will also ask Andy Monday if he can submit septic pumping records if they are available. 01/28/2019 Highway 12 13550. Worked on revising letters. Spoke to Gerry Kamilos who's WONG been selected to head the"Facility Committee" established over the weekend. (916-802-8070, and 916-631-8067). He stated Greg Owens has resigned and the Board elected Mary Kaune as the President. Told him we'll probably have to post the floating homes and possibly the restroom as well either today or tomorrow. Asked for verbal permission to come on site. He granted. Gave him a brief overview of the violations I've observed last Thursday. 01/29/2019 Highway 12 13550. On site to help Housing unit posted 7 floating homes and the WONG BBQ deck. Restroom was not posted. (Betty will bill for her time, I'll keep this as 052 except the other daily entry; see separate details and reason). Andy agreed to let us come on site; also communicated with Gerry with our intend before coming on site. Andy provided EHD keys to the lock gate and combination 2110. Told him we will always ask for permission before coming on site. Continued to revise NAI letter with Kasey and Linda. Researched the two pumping companies that facility had been using the last few years: Septic Brothers (mostly) and G&C. Called Septic Brothers and spoke to Thornell. He will send a list of the pumping records to EHD for Grindstone. Set up Thursday meeting with Gerry at 1:30pm. He will have couple of Board membersso Andy the caretaker about coming on site. 01/29/2019 Highway 12 13550. Follow up inspection (in conjunction with posting activity). WONG Confirmed drainage of 2-comp sink at the BBQ deck goes directly into the river. Took photos. Andy also mentioned Fish & Games uses Terrestrial Aquatic Round-up and this chemical called 24-D to control the hyacin, which gets into the drinking water systems. In addition, noted several outside pumps attached to the floating homes that pump river water into boat for unknown use (possibly the drinking water system), or to an outside hose separate from the water system. Will add violation regarding the 2-comp sink drainage to NAI which is still in the process of being finalized by Linda and Kasey. 01/31/2019 Highway 12 13550. Research, prep, and meeting with Responsible Party. WONG Corinine from CDD also attended. 02/12/2019 Highway 12 13550. Guy Childs of Waterboards referred another complaint (CWA WONG - FY19-181835-3709-CV) from EPA database for this site. Called and told Guy we are already working on this and sent a NAI.
