A pump motor, angle drive, or other surface feature of a well, when in <br />compliance with the above provisions, shall suffice as a cover. <br />The well shall be marked so as to be easily visible and located, and labeled so <br />as to be easily identified as a well. <br />The area surrounding the well shall be kept clear of brush, debris, and waste <br />materials. <br />San Joaquin County Ordinance Code, Title 9, Section 9-1115.5 <br />(e) Abandonment of Wells. Upon determination that any well is abandoned as provided <br />in the rules and regulations adopted <br />pursuant to this Chapter, that well must be destroyed in the manner prescribed so that entrance <br />of degraded or contaminated water into usable aquifers, or creation of a safety hazard, are <br />minimized. <br />Well Regulations, SJC Water Well Standards, Section 6.1 <br />Abandon well not in use; no power source to well; open and unsecured. When a well no longer <br />functions as originally designed, or cannot appropriately function in place of another design, or <br />has fallen in to such a state of disuse or disrepair that it may become a source of impairment to <br />the ground water quality, constitutes a safety hazard, or found to be abandoned, it must be <br />destroyed under a well destruction permit. <br />Observation #3 <br />Seven floating homes, each with an attached macerator pump station, were observed. Each <br />floating home is equipped with an approximately 10 to 15-gallon macerator pump tank attached <br />to the side of the home and partly submerged in the water. Four of the floating homes' macerator <br />pump tanks on the north side of the property are connected by under water hoses routed to an <br />approximately 1,200 gallon poly sewage holding tank on the land north of the docks. The three <br />remaining floating homes on the south side of the property are similarly connected by underwater <br />hoses discharging to three respective sewage holding tanks (two concrete and one poly) but the <br />connections to these tanks were observed to be severed at the time of the inspection. According <br />to the caretaker of the facility, the pipes have been severed since approximately November of <br />2018. <br />The EHD has no record of the approval or permitting of the floating homes at the facility or for <br />the utility connections for the floating homes, including water and sewage connections. The EHD <br />has no record of an approved onsite sewage disposal system, including holding tanks, to serve <br />the wastewater generated from these floating homes. <br />Observation #4 <br />One macerator pump station was observed outside the restroom building behind the BBQ deck <br />which discharges to an adjacent 5,000 gallon poly holding tank. EHD was provided photographs <br />showing that lagoon water often floods in the area of these two tanks, including over top of the <br />macerator tank. Some minor sewage odor was also noted in this area.
