Joe Grindstone Association Page 4 of 6 <br />13550.Highway 12, Lodi <br /> January 29, 2019 <br />C00048503 <br />Although a site map archived as part of a 1966 Use Permit (#3620) application for the use of <br />caretaker trailer at the site shows an existing bathroom building, the EHD has no record of the <br />approval or permitting of the macerator pump station or holding tank for the wastewater <br />generated from this building. <br />Observation #5 <br />A two-compartment sink located at the BBQ deck was observed. EHD determined the discharge <br />location of the wastewater generated from this fixture was into the river. <br />Observation #6 <br />The caretaker RV/mobile home is connected to a 1,200 gallon concrete sewage holding tank <br />located at the storage area at the west side of the island. <br />The EHD has no record of the approval or permitting of this holding tank. <br />Violations for Observations #3, #4, #5, & #6 <br />San Joaquin County Ordinance Code, Title 9, Section 9-1110.3 <br />Sanitation Permit Required — It shall be unlawful for any person to construct, add to, modify, or <br />alter any vaulted privy, septic tank, waste water disposal system, other pipe or conduit, or other <br />means for the disposal, treatment, or discharge of wastewater without first securing a Sanitation <br />Permit. <br />San Joaquin County Ordinance Code, Title 9, Section 9-1110.9 <br />Compliance Required — It shall be unlawful to maintain or use any residence, place of business, <br />or other building or place where persons reside, congregate, or are employed which is not <br />provided with a means for the disposal of wastewater which complies with the requirements of <br />this Chapter and the standards relating to wastewater disposal made and established by the <br />Director of Environmental Health Department. <br />San Joaquin County Ordinance Code, Title 9, Section 9-1125.3 <br />Compliance Required — It shall be unlawful to dump or discharge any waste within one hundred <br />and fifty feet (150') of the high water mark of any watercourse or impoundment for either natural <br />or unnatural surface water. <br />San Joaquin County Sewage Standards, Section 3.1 <br />The location, installation and maintenance of the sewage disposal system and each part thereof <br />shall be such that it will function in a sanitary manner and will not create a nuisance or endanger <br />the safety of any water supply, ground water or surface water. <br />California Health and Safety Code Section 5411 <br />No person shall discharge sewage or other waste, or the effluent of treated sewage or other <br />waste in any manner which will result in contamination, pollution, or a nuisance. <br />California Health and Safety Code, Section 5411.5 <br />(a) Any person who, without regard to intent or negligence, causes or permits any sewage <br />or other waste, or the effluent of treated sewage or other waste to be discharged in or on any
