Complaint Investigation Summary <br /> Report #. 5105 <br />COMPLAINT ID: C00052472 Site Location: 4118 E SECTION AVE <br />Activity Summary <br />Activity Date Recorded by <br />10/21/2020 4118 E Section Ave., Stockton - Reinspection. The following violations were SINGH <br />observed: <br />Solid waste observed next to the front unit and the western fence. <br />Junk observed outside of the first door/ patio from the driveway. <br />The black garbage container east of the front unit was overfilled and a filled trash <br />bag was next to it. <br />Two orange pumpkin trash bags were filled and sitting in front of unit "6." <br />Two garbage containers next to the eastern fence were overfilled and a filled <br />garbage bag was sitting on top of one of the garbage containers. <br />An electrical cord ran from unit 118 to an RV in back of the driveway. <br />NOTE: conducted multiple complaints on this day. <br />10/22/2020 Completed a short term form for the RV connected to electricity (Housing Unit) SINGH <br />and then emailed it to Yvonne for processing. <br />I called Republic Services and spoke with Claudine. Claudine mentioned that the <br />property owner has not attempted to contact them. Service will begin for the <br />property on 10/23/20 and the first pick up will be next Thursday. <br />10/26/2020 Created a photolog and completed a Notice to Abate for the inspection conducted SINGH <br />on 10/21/20. <br />10/28/2020 Emailed the Notice to Abate and photolog to Faizal. A copy of the Notice and SINGH <br />photolog will be mailed to the property owner, a copy was given to Cheryl F. to <br />mail. Updated file. <br />10/30/2020 Received a voicemail from Faizal, he wants to discuss the NTA. I returned Faizal's <br />call. He is upset about the whole situation. He mentioned that the tenant in the <br />front unit is being evicted and she will not allow him on the property. He also <br />mentioned she had 3 to 4 people move in with her and they are the cause of the <br />excess garbage. He would like to have a conference call with Robert M., himself <br />and I in attendance. I informed him that i will speak with Robert and then get back <br />to him next week. <br />Emailed copies of the initial inspection and 2nd reinspection photologs to Faizal. <br />I called Republic Services and spoke with Alexis. Alexis stated the property does <br />not have active service. After I mentioned the start service letter Alexis transferred <br />me to Arelie (Sales). Arelie mentioned that the property does not have garbage <br />service. I informed her of the start service letter. Arelie stated that they can't begin <br />garbage service for a property without a signature. I asked her for her phone <br />number so that I could call her after I spoke with Public Works. She stated it is a <br />national number and she does not have a phone number to give me. <br />SINGH <br />11/02/2020 Notified Robert M. of my phone conversation with Faizal. We agreed to have a SINGH <br />teleconference with Faizal on Wednesday - 11/4/20. <br />Received an email from Faizal in regards to speaking with Robert M. about the <br />complaint and the situation at the property. <br />Received call from the property owner, Mostafa. He informed me of the eviction of <br />the tenant at the property. I informed him that Robert, Faizal and I will have a <br />teleconference on Wednesday. I will update him after the conference.
