Complaint Investigation Summary Report #: 5105 COMPLAINT ID: C00052472 Site Location: 4118 E SECTION AVE Activity Summary Activity Date Recorded by 09/30/2020 4118 E Section Ave., Stockton - Reinspection. The reinspection was conducted SINGH with EHS, Pinne C. Observed garbage outside of garbage bins (eastern fence), accumulation of garbage between the front unit and the western fence and garbage accumulated in trash bags in front of unit 118. The rolling cart located outside of storage unit contained solid waste. The tires were moved to the shed. The utility cart that previously contained solid waste and tires was not observed. The pond like structure in front of the building was drained and slightly filled with soil. 09/30/2020 4118 E Section Ave CHAO Reinspection, Excessive garbage in driveway causing a fly problem. Observed garbage still on property, notice burned paper inside of trash bin, trash bin is overfilled, garbage between front yard and west side of fence. There was also garbage in front of unit 118. Rolling cart outside of storage unit that has garbage in it. Accompanied Sandip Singh with inspection. 10/01/2020 Created photolog from the inspection conducted on 9/30/20. Discussed the SINGH complaint with Robert M. Called Republic Services and spoke with Claudine. Claudine stated the address does not have an active garbage service account since last year October (2019). I called Faizal, at first he stated the property does have garbage service and the pick up is on Friday's. I informed Faizal that I was told the garbage is picked up from that area on Thursday's. Faizal then stated they have someone pick up the garbage in a pickup and take it to a dump. He wants me to email him an inspection report with the violations. Received another call from Faizal, he mentioned there are a few residents that are being evicted and they are becoming a nuisance. These residents are the ones that are putting garbage everywhere. Completed an Official Inspection Report. 10/02/2020 Emailed the Official Inspection Report, photolog and information on SJC SINGH Ordinance 5-2404 to Faizal. Received a call from Faizal. Faizal would like the EHD to speak with the tenants of the building to stop creating a nuisance and placing garbage everywhere. I informed Faizal that the property owner has the authority to inform his tenants. I also mentioned to Faizal that he needs to look into getting garbage service for the building. Emailed Public Works for a start service letter. Updated responsible party information. 10/07/2020 Received a copy of the start service letter from Charlie, Public Works. Reviewed SINGH the letter.
