Land Use and Planning. <br />Would the project: <br />a) Physically divide an established community? ❑ ❑ Ix ❑ ❑ <br />b) Cause a significant environmental impact due to a <br />conflict with any land use plan, policy, or regulation F-1 F -1F-1 F-1adopted for the purpose of avoiding or mitigating an <br />environmental effect? <br />Impact Discussion: <br />a) The proposed applications are for a General Plan Map Amendment and Zone Reclassification and propose reclassifying <br />3.23 acres from agricultural to commercial. The proposed commercial General Plan designation and zoning will allow <br />for the development of the property for commercial, office, and retail uses. All subsequent development of the property <br />is subject to the standards of Development Title Section 9-400 for community commercial uses (commercial, office, and <br />retail) and will not physically divide and established community. As, the project site is located in an existing developed <br />section of the unincorporated community of Stockton, adjacent to and along a corridor of residentially and commercially <br />developed properties. <br />b) The proposed applications are fora General Plan Map Amendment and Zone Reclassification and propose reclassifying <br />3.23 acres from agricultural to commercial. The 3.23 acres is currently vacant and is located in a residentially and <br />commercially developed area of the unincorporated community of Stockton. To the north and west are residentially <br />developed City of Stockton properties. To the east and south of the parcels are commercially developed parcels. <br />General Plan Map Amendment <br />In order to approve a General Plan Map Amendment, the Planning Commission and Board of Supervisors must <br />determine that the internal consistency of the General Plan is maintained in adoption of the proposed General Plan Map <br />Amendment. (Development Title Section 9-803.4) The proposed change must be consistent with all of the various <br />General Plan goals, policies, objectives, and implementation measures. <br />2035 General Plan Goals and Policies <br />Growth and Change <br />The General Plan's Growth and Change goal (LU -1) states that the County shall direct most urban development towards <br />cities and urban and rural communities within the unincorporated county to promote economic development, while <br />preserving agricultural lands and protecting open space resources. <br />The proposed project area is located within the Urban Community of Stockton and is adjacent to existing <br />commercial and residential development. If the applications are approved this would generate future economic <br />development opportunities. The proposed applications are consistent with this goal. <br />General Plan Goals, Policies, Objectives – Encourage Infill Development <br />The General Plan promotes infill projects in Urban and Rural Communities within or adjacent to existing development in <br />order to maximize the efficient use of land and use existing infrastructure with the capacity to serve new development.
