The project site is located within the Urban Community of Stockton and is comprised of 2 undeveloped lots <br />adjacent to developed commercial and retail uses. The project applicant has submitted will -serve letters for the <br />project area. The proposed applications are consistent with this goal for encouraging infill development. <br />Community Commercial (C/C): Locational Criteria (p. 3.1-39) <br />This designation provides for a full range of retail and service uses serving urban and regional markets and limited office <br />uses. The Community Commercial Designation is only allowed in central business districts, main street areas, or extensive <br />commercial areas with Urban Communities and City Fringe Areas. <br />6.40 acres of the project site has an existing General Plan and Zoning designation of C -C (Community Commercial) <br />and is located within the Urban Community of Stockton. The area to the east and south of the parcels are developed <br />with a commercial shopping plaza and retail uses. <br />Zone Reclassification <br />Community Commercial (C -C) Zone (Development Title Section 9-400.1(c) <br />The Community Commercial (C -C) Zone is intended to provide for the development, within central business districts or <br />extensive commercial areas, of a full range of retail and service establishments, allowing comparison shopping and <br />providing foods and services necessary to supply the general or commercial needs of urban communities or regional <br />markets. The zone is intended to implement the Community Commercial land use designation of the General Plan. <br />A portion of the parcels currently have a zoning designation of C -C (Community Commercial) and if approved it <br />would allow for new retail and service uses for the existing commercial project area. <br />Bases for Zone Reclassification <br />Development Title Section 9-812.4 states that prior to approving an application for a Zone Reclassification, the Planning <br />Commission and Board of Supervisors shall determine that all of the following are true: <br />a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any applicable Specific Plan, <br />The proposed C -C (Community Commercial) zone is an implementing zone of the CIC (Community Commercial) <br />General Plan designation. If the General Plan designation is changed to CIC (Community Commercial), then <br />the zone change to C -C (Community Commercial) will be consistent with the General Plan. 6.40 acres of the <br />parcels are currently zoned C -C (Community Commercial) and the proposed zone reclassification is consistent <br />with the General Plan. <br />b) The proposed zone district is reasonable and beneficial at the time. <br />The proposed Zone Reclassification is reasonable and beneficial at this time because public water, sewer, and <br />storm drainage services are available at this site. The provisions for full public services are a requirement of <br />the General Plan and Zone Reclassification applications.
