The project site is located within the Urban Community of Stockton and is comprised of 2 undeveloped lots
adjacent to developed commercial and retail uses. The project applicant has submitted will -serve letters for the
project area. The proposed applications are consistent with this goal for encouraging infill development.
Community Commercial (C/C): Locational Criteria (p. 3.1-39)
This designation provides for a full range of retail and service uses serving urban and regional markets and limited office
uses. The Community Commercial Designation is only allowed in central business districts, main street areas, or extensive
commercial areas with Urban Communities and City Fringe Areas.
6.40 acres of the project site has an existing General Plan and Zoning designation of C -C (Community Commercial)
and is located within the Urban Community of Stockton. The area to the east and south of the parcels are developed
with a commercial shopping plaza and retail uses.
Zone Reclassification
Community Commercial (C -C) Zone (Development Title Section 9-400.1(c)
The Community Commercial (C -C) Zone is intended to provide for the development, within central business districts or
extensive commercial areas, of a full range of retail and service establishments, allowing comparison shopping and
providing foods and services necessary to supply the general or commercial needs of urban communities or regional
markets. The zone is intended to implement the Community Commercial land use designation of the General Plan.
A portion of the parcels currently have a zoning designation of C -C (Community Commercial) and if approved it
would allow for new retail and service uses for the existing commercial project area.
Bases for Zone Reclassification
Development Title Section 9-812.4 states that prior to approving an application for a Zone Reclassification, the Planning
Commission and Board of Supervisors shall determine that all of the following are true:
a) The proposed zone is consistent with the General Plan, any applicable Master Plans, and any applicable Specific Plan,
The proposed C -C (Community Commercial) zone is an implementing zone of the CIC (Community Commercial)
General Plan designation. If the General Plan designation is changed to CIC (Community Commercial), then
the zone change to C -C (Community Commercial) will be consistent with the General Plan. 6.40 acres of the
parcels are currently zoned C -C (Community Commercial) and the proposed zone reclassification is consistent
with the General Plan.
b) The proposed zone district is reasonable and beneficial at the time.
The proposed Zone Reclassification is reasonable and beneficial at this time because public water, sewer, and
storm drainage services are available at this site. The provisions for full public services are a requirement of
the General Plan and Zone Reclassification applications. Additionally approving the zone reclassification will
likely result in development of a small commercial project which is compatible with the proposed C -C
(Community Commercial) zoning and the surrounding commercial uses.
Service Requirements
WATER
General Plan 2035 Policy Document Water Treatment and Delivery Policy IS -5.2 (Page 3.2-36)
The County shall require the minimum standards forwater system improvements provided in Table IS -1 for the approval
of tentative maps and zone reclassifications.
General Plan 2035 Policy Document Table IS -1 (Page 3.2-37)
New projects in urban communities shall be served by public water systems.
PA -2100019 and PA -2100020 — Initial Study
21
Planning Commission Staff Report, PA -2100019, 20 (GP, ZR) 25
Environmental Review
