5.0 INTERVIEWS
5.1 Interview with Client
Sherman Chiu was interviewed on April 10, 2020, during the site visit on April 27,
2020, and during a few subsequent communications. He indicated that he and
Jenny Ngo have owned the Site since 2005. During this time, they have been
leasing the agricultural portion of the Site to Cesar Rodgers and Wade McGraw.
Mr. Chiu stated that the Site is being used to grow row crops, and that he uses
the house on the Site as a second home. He stated that past uses of the Site
also included row crops; the previous owner was a member of the Saunders
family who had inherited the land.
Mr. Chiu stated that, when he first acquired the land, three old, empty above-
ground storage tanks were present; since then, one has been stolen and the
others sold for scrap. He indicated that no chemicals other than Roundup for the
yard are stored on the Site. He has noticed occasional dumping of tires,
mattresses, and other debris on the Site, but he has never seen any dumping of
hazardous materials.
According to Mr. Chiu, the structures on the Site date to the 1920s, 1930s, or
earlier. He stated that a water tower was once located near the house on the
Site, but it had collapsed at some point, and no evidence of a well was found
beneath it. He was only aware of one well on the Site, the domestic well near the
house, which was there when he bought the property.
Mr. Chiu pointed out the septic system to the north of the house. In addition, he
stated that when he bought the Site, a pipe ran from the washing machine in the
house into a drain pit approximately 30 inches in diameter and four feet deep that
was full of water; he later had the pit filled in with dirt (personal communication,
October 1, 2020).
Mr. Chiu was not aware of any underground fuel tanks, buried debris, automotive
or equipment maintenance, or other environmental issues on the Site.
Mr. Chiu was interviewed again during the second site visit on August 20, 2020.
Between the dates of the site visits, Mr. Chiu tore down several barns and moved
the drums that had been located inside the eastern stable. He indicated that the
previous owner had placed the drums there shortly before selling the property
and that they had been empty. He indicated that the stable had been used for
animals in the recent past. Mr. Chiu intends to keep the stable, and may repair
the floor.
LOGE 20-16 5
