2.1 Zoning <br /> The San Joaquin County District Viewer states that the Site is zoned AG-80, <br /> General Agriculture with a minimum parcel size of 80 acres. This zoning <br /> designation "is established to preserve agricultural lands for the continuation of <br /> commercial agriculture enterprises." <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to divide the Site into a homesite parcel and a <br /> designated remainder. According to Mr. Chiu, the uses of the land will remain <br /> unchanged after the subdivision (personal communication, April 10, 2020). <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as flat <br /> land located at approximately five feet above mean sea level. Six structures <br /> labeled "Saunders," a driveway, and an orchard are depicted on the Site. This <br /> map is included as Plate 4. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1940, 1952, 1963, and 1975. Additional photographs dated <br /> 1993, 2002, and 2014 were obtained from Google Earth. <br /> In the 1937 photo, the Site appears to be irrigated agricultural land crossed by an <br /> irrigation canal. A cluster of four or more buildings can be seen at the southeast <br /> corner of the Site. A small patch of orchard surrounds the buildings. A driveway <br /> extends west across the Site from the building cluster. The San Joaquin River <br /> defines the Site's eastern property line. The western property line is defined by <br /> Roberts Road. The surrounding properties appear to be agricultural land with a <br /> few small farms or rural residences. <br /> In the 1940 photo, the building cluster on the Site can be seen in greater detail; <br /> an additional two structures are visible. No other significant changes are <br /> apparent. <br /> In the 1952 photo, no significant changes are apparent. <br /> LOGE 20-16 2 <br />
