In the 1963 photo, an additional small structure can be seen in the building
cluster on the Site. The eastern half of the Site is now planted with orchard. The
irrigation canal crossing the Site can no longer be seen. A disturbed area can be
seen near the center of the southern property line; this may mark the location of
a former gas well (discussed in Section 7.4 of this report).
In the 1975 photo, the orchard has been removed from the eastern side of the
Site. Howard Road and a bridge crossing the San Joaquin River can be seen to
the south of the Site. No other significant changes are apparent.
In the 1993 photo, the small patch of orchard surrounding the building cluster on
the Site has been removed. No other significant changes are apparent.
In the 2002 and 2014 photos, no significant changes are apparent.
These photos are included as Appendix 3 of this report.
4.0 SITE INSPECTION
Live Oak inspected the site on April 27, 2020, and re-inspected the structure area
on August 20, 2020. Mr. Chiu had requested that Live Oak postpone completion
of the report until he could demolish some of the buildings on the Site.
Photographs of the Site are attached to this report as Appendix 2. The property
was viewed from the southern and western property lines, as well as a portion of
the eastern property line. Only the exteriors of the structures were viewed,
except where the interiors were visible due to open doors. The site visit was
limited by vegetative growth and objects obscuring the ground surface in some
areas.
The Site consists of open cropland planted with alfalfa and safflower. The San
Joaquin River defines the eastern side of the Site, and Roberts Road defines the
western side. A driveway leads from Roberts Road to the building cluster on the
eastern side of the Site, and a field road runs north-south across the Site.
Two pumps are located on the Site, one on the east side of the Site at the river,
and the other near the center of the Site. A small drum was observed near the
eastern pump; Mr. Chiu indicated that the farmer told him the drum is empty and
is used in place of a stepladder (correspondence, September 18, 2020).
Within the building cluster, a house, a garage, two large barns, a smaller barn,
two stables, a shop building with living space on one end, a shed, and a small
brick building were observed on April 27, 2020. All the buildings appeared to be
quite old. With the exception of the house and garage, all were observed to be in
varying degrees of distress.
