5.0 INTERVIEWS <br /> 5.1 Interview with Client <br /> Mr. Caton was interviewed during the site inspection on November 10, 2020. He <br /> indicated that the property has been in his family since the 1980s. The farming is <br /> managed by his son and nephews. Mr. Caton stated that the Site is being used <br /> to grow corn and forage crops. In the past, it has been irrigated pasture and rice <br /> fields, he said. <br /> Mr. Caton stated that manure/compost piles associated with Advanced Soils are <br /> stored on the north side of the Site to be treated with water until they are ready to <br /> be sold. The piles are trucked off-site for sale. <br /> Manure pond water from the adjacent feedlot is land applied to the Site under <br /> Regional Water Quality Control Board permit, he added. <br /> Mr. Caton was not aware of any former structures, fuel tanks, chemical storage, <br /> dumping of hazardous materials, or trash burial on the Site. <br /> 6.0 SITE DOCUMENTS <br /> 6.1 Environmental Health Department Records <br /> Hazardous Materials Records <br /> The San Joaquin County Environmental Health Department was contacted <br /> regarding the Site address of 14503 South Campbell Avenue. Laura Sauers of <br /> that office indicated that no pertinent records were identified for that address <br /> (correspondence, November 5, 2020). <br /> Live Oak also requested and reviewed records available for the adjacent address <br /> of 14303 South Campbell Avenue, the adjacent parcel to the north; portions of <br /> the operation at this address appear to be located on the subject Site. Based on <br /> these records, it appears that Advanced Soils, a composting business, operates <br /> at this parcel. A complaint from 2017 was on file, indicating that the business <br /> was un-permitted. Subsequent records show the business obtaining a permit <br /> and receiving periodic inspections. Cattle bedding and grape pomace are <br /> composted at the facility, according to the records. <br /> Well & Septic Permits <br /> Live Oak reviewed the San Joaquin County Environmental Health Department <br /> well and septic permit files for the Site address.
