• Barros Welding, 26414 Lone Tree, adjacent to south, Hazardous Materials
and Hazardous Waste Generators lists. Live Oak reviewed records for
this facility on file at the San Joaquin County Environmental Health
Department. According to these records, this facility was listed as a small-
quantity hazardous waste generator in 2007 through 2011. A 2012 letter
from the Office of Emergency Services indicated that the facility was being
placed in an "Out of Compliance with Notification" status. A Hazardous
Materials Inventory from 2009 noted that oxygen and acetylene were
stored at the facility. A 2011 complaint listed unpermitted painting and
automotive repair. A 2011 inspection noted violations for unlabeled
hazardous waste and waste present for longer than 180 days, as well as
paperwork violations. It appears that waste paint, waste liquid, waste
solids, waste trichlorocyan uric, insecticides, and muriatic acid were
disposed in 2012. No evidence was identified to suggest that this facility
has impacted the subject Site.
• Jesse Welch, 14964 S. Escalon-Bel Iota, Underground Storage Tanks list.
This appears to have been an old gas station located at the southeast
corner of Lone Tree and Escalon Bellota. Two 4,000-gallon leaded
gasoline tanks and a 2,000-gallon leaded gasoline tank were removed
from the facility in 1990. No contamination was identified through soil
sampling. No evidence was identified to suggest that this facility has
impacted the subject Site.
Live Oak searched the San Joaquin County Haz Mat Viewer on September 5,
2020 for the Site and nearby facilities with hazardous materials inventories. The
subject Site was not listed. One hazardous materials facility within one-quarter
mile was identified, the Escalon Livestock Market at 25525 East Lone Tree Road
(discussed above). The hazardous materials inventory was not displayed due to
an error with the website.
Live Oak reviewed the San Joaquin County Environmental Health Department's
maps of Nitrate - Land Use Data and DBCP- Land Use Data dated February 20,
2019. According to the nitrate map (Plate 5), 11 wells within a one-mile radius of
the subject Site have been tested; nitrate was detected in eight of the wells at a
concentration between 0.1 and 5.0 mg/L-N, and in two of the wells at a
concentration between 5.1 and 10.0 mg/L-N; it was not detected in the final
well. Nine wells within a one-mile radius of the Site were tested for DBCP (Plate
6); DBCP was detected at a concentration between 0.01 and 0.2 ug/L in one
well, and was not detected in the other eight wells. The Maximum Contaminant
Level (MCL) set by the US EPA for nitrate is 10 mg/L-N; the MCL for DBCP is
0.2 ug/L.
LOGE 20-53 6
