S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> CALIFORNIA STOP* 2224 MANTHEY RD, STOCKTON March 17, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment(pre-Jul 2003). <br /> OBSERVATION: Liquid was observed in the 7/8 under dispenser containment sump. <br /> REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. <br /> CORRECTIVE ACTION: The service technician removed approximately a 1/4 gallon of liquid from the 7/8 under <br /> dispenser containment sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This is a repeat violation, Class II. <br /> 317 CCR 2636(f)(2) Failure of the line leak detector to detect a 3.0 gph leak at 10 psi and restrict or shut off flow. <br /> OBSERVATION: The 87 VMI line leak detector failed to detect a leak when tested. <br /> REGULATION GUIDANCE:All line leak detectors shall be capable of detecting a 3-gallon per hour leak at 10 psi. <br /> CORRECTIVE ACTION: The service technician adjusted the leak detector, retested it, and it passed. <br /> This is a repeat violation, Class II. <br /> 318 CCR 2635, 2637.1,2665, 2712 Failed to meet spill container requirements. <br /> OBSERVATION: The diesel, regular, and premium direct-bury spill container failed when tested. <br /> -The diesel spill container does not hold a minimum capacity of 5 gallons and, per service technician Brian <br /> Dunahay,failed the 1 hr hydrostatic test. <br /> -The regular spill container dropped from 10 1/2 inches to 10 1/8 inches at the end of the 1 hour hydrostatic test <br /> -The premium spill container dropped from 11 inches to 10 1/2 inches at the end of the 1 hour hydrostatic test <br /> REGULATION GUIDANCE:All spill containers shall have a minimum capacity of five gallons and be capable of <br /> containing a spill or overfill until it is detected or cleaned up. <br /> CORRECTIVE ACTION: The regular and premium fill caps were replaced and the spill containers were retested <br /> and passed per the service technician Brian Dunahay. Per Brian,the diesel spill container failed. Immediately <br /> discontinue deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, <br /> trained, and certified contractor under permit and inspection of the EHD. If the spill container can't be replaced <br /> immediately,there is a possibility that the diesel UST system may be red tagged to prevent fuel inputs. Per the <br /> inventory print-out,the diesel volume was at 2492 gallons at the time of the inspection.
