Operator was instructed last month to provide documentation showing that preventative measures will be <br /> implemented. Operator did provide a document stating that a sweeper, rip rap rock, and dust suppressant will be <br /> purchased. However the document did not have a letterhead, the appropriate signatures, and a timeline for the <br /> purchase and implementation of the preventative measures. <br /> B. Provide a document that meets the above mentioned requirements. The document must be made available <br /> by the next routine inspection or a violation will be issued. <br /> X 17867(a)(2)-Vectors/Odor/Litter/Hazard/Nuisance/Noise/Dust <br /> Comments: The screener for the pre-screened product was moved away from the perimeter fence. It was <br /> observed during the inspection that the screening process did not cause any litter to fly over the perimeter onto <br /> an adjacent property. However the operator was instructed last month to remove all the litter from the eastern <br /> adjacent property caused by the screener being near the east perimeter fence. During this inspection it was <br /> observed that there still was a significant amount of litter on the eastern adjacent property. <br /> A. All handling activities shall be conducted in a manner that minimizes litter. <br /> B. Have all the litter on the eastern adjacent property removed. <br /> X 17867(a)(13)- Physical Contamination Prevented or Removed <br /> Comments: The ends with glass in windrows#33-36 have been removed from the site and taken to Forward <br /> Landfill for disposal. Documentation of disposal at Forward was available for review. However there is still <br /> residual material with glass that must be taken to Forward. <br /> A. The operator shall prevent or remove physical contaminants in compost that may cause injury to humans. <br /> B. Have the residual material removed and have available documentation showing that the material was taken <br /> to Forward by the next routine inspection. <br />
