_ .,N 1 0 0 <br />State of California <br />MEMORANDUM <br />California Environmental <br />Protection Agency <br />To: All Compliance Staff Date: January 8, 1993 <br />From: <br />,Jbhn Bell, Manager <br />Compliance Branch <br />Permitting and Compliance Division <br />CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD <br />Subject: `K )ANN NAA '.6f '*.Ate 'kiirea ",it' boiid Waste 0a6i1itid6 <br />Title 14, Chapter 3, Article 5.5, Section 17355(a) states the <br />following: <br />After January 1, 1993, waste tires may be landfilled in <br />a solid waste disposal facility which is permitted <br />pursuant to Chapter 3, commencing with Section 44001, <br />Part 4 of the PRC. Waste tires that are landfilled <br />shall be reduced in volume prior to landfilling by <br />shredding, or other methods subject to Board approval <br />that result in volume reduction.. <br />Waste tire is defined in Section 17225.735 as It ..a tire that is <br />not on a vehicle and is no longer suitable for its original use <br />due to wear, damage, defect or deviation from the manufacture's <br />specifications..." <br />Shredding is defined in Section 17225.66 as " ..includes a <br />process of reducing the particle size of solid wastes through the <br />use of grinding, shredding, milling, or rasping machines." <br />Based upon these regulations Compliance staff is advised that the <br />following guidelines should be followed when evaluating <br />compliance with Section 17355. <br />► Whole waste tires disposed of in the working face and which <br />are not removed prior to the application of daily cover <br />should be0onsidered a violation of Section 17355(a). <br />Incidenta0whole tire disposal (the occasional tire which. <br />can not be—safely removed) shall be considered an area of <br />concern. The violation or concern should be noted in the <br />inspection report under miscellaneous. <br />► The disposal of waste tires which have been reduced in <br />volume in a manner other than by shredding by mechanical <br />means should be noted as an area of concern for Section <br />
