Box 1810 <br />Stockton, California 95201. <br />Dear Mr. Karam: <br />Subject: Detailed Comments, Final Closure and Postclosure <br />Maintenance Plans, Corral Hollow Sanitary Landfill, San <br />Joaquin County, Facility No. 39 -AA -0005 <br />The California Integrated Waste Management Board (Board) received <br />the final closure and postclosure maintenance plans for the above <br />facility on May 10, 1993. The documents received included the <br />following: <br />► Final Closure Plan, Corral Hollow Sanitary Landfill, dated <br />November 1992 (revised for resubmittal May 5, 1993), and <br />► Final Postclosure Maintenance Plan, Corral Hollow Sanitary <br />Landfill, dated November 1992 (revised for resubmittal May <br />5, 1993) . <br />The plans were deemed complete and accepted for filing for <br />consideration of approval by the Board on June 8, 1993. Public <br />Resources Code (PRC) Section 43501 requires owners or operators <br />of solid waste landfills (as defined in PRC § 46027) to submit a <br />plan for the closure of the landfill and a plan for the <br />postclosure maintenance of the landfill to the Central Valley <br />Regional Water Quality Control Board (RWQCB), the County of San <br />Joaquin Department of Public Health Services [Local Enforcement <br />Agency (LEA)], and the Board. PRC § 43507 requires solid waste <br />landfills to be closed in accordance with a plan approved by the <br />RWQCB, the LEA, and the Board. <br />The Board has received comments on the final closure and <br />postclosure maintenance plan from the RWQCB and the LEA. The <br />RWQCB's comments are attached. The LEA's comments have been <br />received and are incorporated into this letter. Based upon a <br />detailed review the following deficiencies were noted: <br />I. LEA's COMMENTS <br />1. At least one sign indicating where the closure and <br />postclosure plans can be viewed for public review shall <br />remain posted and maintained in a legible and upright <br />condition in a visible location at the main point of <br />-- Printed on Recycled Paper -- <br />
