My comments are focused on the following <br />issues: <br />• Site development plan <br />• Current topographic maps <br />• A description of the site's geologic and hydrogeologic <br />setting <br />• Site drainage and erosion control elements <br />• Leachate monitoring, collection, and control <br />• Ground water monitoring system <br />• Landfill gas monitoring, collection, and control <br />1. The RFI is now four years old and the remaining site life <br />information, as well as the site development plan, do not <br />match the current site configuration, remaining site <br />capacity estimates, or operation scheme. This section <br />should be revised to reflect current operations at the site. <br />Appendix "C" (the Report of Waste Discharge) should be <br />submitted to the reviewing agencies. Please note: the <br />requirements for Chapter 15, Article 5 monitoring have <br />become more stringent since 1988 and need to be adequately <br />addressed. <br />2. Please have the operator submit current topographical maps <br />for the site, as well as a pre -excavation topographic map <br />and a copy of the proposed final grade elevation plan (the <br />latter may be found in the final closure and postclosure <br />maintenance plans prepared by the County in November 1992. <br />3. The RFI indicates that the Ground Water Solid Waste <br />Assessment Test Report results conclude that the landfill <br />did not appear to impact the deep regional aquifer. New <br />ground water data indicates that ground water beneath the <br />
