Please include a discussion on the ground water flow <br />direction and gradient for both water bearing zones. I did <br />not see a computation of the ground water flow direction or <br />gradient. New ground water data is now available and should <br />be included in the RFI. Any new subsurface data, as well as <br />ground water and surface water data, should be included <br />(including a revised ground water monitoring well location <br />map). Please note that the ninety -day period indicated in <br />the Central Valley Regional Water Quality Control Board <br />(Regional Water Board) letter of November 2, 1992, has now <br />elapsed and the report called for by the Regional Water <br />Board has not been issued to the reviewing agencies. <br />5. No drainage or erosion control elements are presented in the <br />RFI. The RFI defers a discussion of the drainage and <br />erosion control elements to the final closure and <br />postclosure maintenance plan prepared in 1988. <br />6. Leachate monitoring, collection, and control is not <br />discussed. The site is unlined and would not have a <br />conventional LCRS. However, a leachate collection and <br />control system that could manage surface seeps and preclude <br />the downward migration of leachate through the landfill <br />(such as one or more leachate extraction wells) may be <br />needed. <br />7.
