Ed Padilla <br />August 15, 1994 <br />Page 2 <br />In preparation of winter disposal activities, a winterization pad <br />and roadway will be constructed to provide easy access and minimize <br />unloading operations. The winter pad will be constructed of 0.5 to <br />1 foot of compacted construction debris. The pad is shown on the <br />attached map. The dimensions of the pad are 250 x 250 feet and <br />provides sufficient maneuverability for vehicle travel and <br />unloading operations. <br />The access road will be an all-weather road constructed diagonally <br />across the side slope to provide easy access to the winter pad. <br />111. DRAINAGE <br />The Winter Pad will be graded to drain to the north and runoff will <br />drain down the northeast side of the site and join the existing <br />perimeter drainage ditch system. <br />Daily cover needed for operations will consist of soil from the <br />existing drainage basin at the western edge of the site and from <br />imported soil (see attached map) . The soil will be stockpiled near <br />the working area prior to the start of the winter season. If the <br />stockpile is not sufficient to conduct normal operations throughout <br />the winter season, additional soil can be imported. <br />V.
