Mr. Gabe Karam <br />' March 10, 1995 <br />Page 2 <br />Permit Application <br />SCS prepared a brief work plan and permit application for the SWAT well abandonment. <br />These items and the permit fee were submitted to the San Joaquin County Environmental <br />Health Department (EHD) on December 16, 1994. A copy of this application was forwarded <br />to your office. <br />Aaencv Notification <br />+ <br />On February 27, 1995, SCS notified the EHD of our proposed schedule for the field work.' <br />EHD requires advance notification in the event they wish to be present to observe well <br />abandonment. The EHD was not able to schedule a field inspector on the dates of SCS's <br />field work. <br />Field Activities <br />Air SWAT monitoring well abandonment activities took place on March 1 and 2, 1995. All <br />field work was overseen by Karl N Barber, SCS's Staff Geologist. Work included: <br />• Removal of existing vault boxes. <br />• Drilling out the SWAT well borings. SCS retained Spectrum Exploration (Stockton, <br />California) as a drilling subcontractor. Wells P-1 through P-4 and P-6 were drilled <br />out using a rig equipped with an 8 -inch diameter hollow stem auger. The borings <br />extended to a depth of 10 ft. In each instance, the borings were advanced until <br />native soils were encountered (i.e., there was clear indication that all previous <br />backfill materials such as soil cuttings and pea gravel had been removed). <br />• Backfilling the borings to full depth using a neat cement grout. Photographs of <br />selected wells were taken after grouting and are on file with SCS and can be made <br />available if requested. <br />CLOSING <br />This letter certifies that the 5 former Air SWAT LFG wells were properly abandoned in <br />accordance with standards of professional care for such work. All field work was performed <br />by an SCS professional under the direction of a licensed civil engineer. <br />We recommend the County forward a copy of this letter to the EHD to complete that <br />agency's project file. <br />
