The County has addressed this issue by installing final cover <br />over the entire landfill. Final cover consists of a two foot foundation layer, a one foot clay <br />barrier layer, and a one foot vegetative cover layer. Final cover will greatly reduce the <br />amount of moisture entering the refuse, which in turn will reduce methane production. The <br />4 <br />
