State Inspection- Corral Hot Landfill Page 5 of 6 <br /> Facility No.- 39-AA-0005 <br /> Comments: <br /> Violations <br /> 30 PRC 44002 Permit, Authorized Operator- The 3/16/83 SWFP lists the "City of Tracy - San <br /> Joaquin County" as the site operator. The LEA's 10/17/90 5-Year Permit Review states that <br /> San Joaquin County is "the new operator of the landfill" and 11 . .is now the only owner of <br /> the landfill." The San Joaquin County Department of Public Works in 8/24/90 correspondence <br /> informed the Regional Water Quality Control Board that "effective July 1, 1990, the County <br /> of San Joaquin assumed, from the City of Tracy, operational control and ownership of the <br /> Corral Hollow Sanitary Landfill." The LEA issued a Stipulated Notice and Order (N&O) on <br /> 5/28/91 requiring the new operator (San Joaquin County) to conduct a CEQA review as a part <br /> of the process for obtaining an SWFP. Board Permits staff, in 2/26/93 correspondence, <br /> provided comments on a draft SWFP submitted on 2/19/93. <br /> 14 CCR 17616 Report of Disposal Site Information (RDSI)- The LEA's 10/17/90 5-Year Permit <br /> Review noted that "there is a significant change in the current design and operation of the <br /> solid waste facility" and stated that "the Report of Disposal Site Information must be <br /> revised to include all changes." Board Permits and Closure staff, in 2/26/93 <br /> correspondence, provided comments on a .Report of Facility Information (RFI) that was <br /> submitted with a draft SWFP on 2/19/93. The LEA is currently considering staff comments in <br /> evaluating the RFI for criteria specified in 14 CCR 18222. <br /> 14 CCR 17682 Cover- On the day of the inspection, areas of exposed waste (see attached map) <br /> were observed in the following four locations: <br /> 1. an area 40' X 601 ) located just northwest and adjacent to the winter pad, <br /> 2. an area 30' X 401 ) located about 200' northwest of the winter pad, <br /> 3. an area 20' X 301 ) located about 5001 north of the winter pad, and <br /> 4. an area 10' X 201 ) located about 6001 northeast of the winter pad. <br /> During the inspection, area #1 (above) was covered with 6" of soil. After a push of = 200 - <br /> 300 feet, the previous day's exposed waste in area 12 (above) was covered with the current <br /> day's waste and became the active face. <br /> On 4/8/93, Mr. Oliveira of the LEA informed Board Compliance staff that a subsequent 4/5/93 <br /> LEA inspection found the operator to be in compliance with cover requirements. In the late <br /> afternoon of 4/16/93, Board Compliance staff observed that the four areas of exposed waste <br /> identified in this report had been covered and that the waste from the 4/16/93 operating day <br /> had been compacted and was receiving cover prior to the end of the day's operations. <br /> Areas of Concern <br /> 30 PRC 44004 Permit, Significant Change- The 10/17/90 5-Year Permit Review noted that "it is <br /> the determination of the LEA that there is a significant change in the current design and <br /> operation of the solid waste facility." A subsequent 5/28/91 Stipulated Notice and order <br /> (N&O) reported tonnages to exceed "the average daily permit capacity of 850 cubic yards". <br /> The LEA specified in the N&O that "the landfill may receive an average of 1100 cubic yards <br /> per day with daily peak loading of up to 1800 cubic yards per day." To address the comments <br /> of responding agencies to a 4/92 Initial Study and Negative Declaration for the "Increased <br /> Waste Quantities Project, Corral Hollow Sanitary Landfill" (SCH No. 92032019) , the lead <br /> agency (San Joaquin County Department of Public Works) in 12/29/92 correspondence noted a <br /> revision to the Transportation/ circulation section of the initial study. <br /> 14 CCR 17628 General Design Parameters- on the day of the inspection, wet weather made it <br /> necessary for landfill heavy equipment (scraper) to use the public/commercial access road to <br /> the winter pad. Board and LEA staff recommended to the site operations manager that <br /> personnel should be located near the gate-house to direct traffic during the time the <br /> scraper used this road to access the active area from the borrow area. on 4/16/93, Board <br /> Compliance staff observed that the scraper was able to reach the active area using an access <br /> road not travelled by the public or commercial haulers. <br /> Waste Management Specialis <br />
