state Inspection- Corral -W61low Landfill Page 6 of `6 <br /> Facility No.- 39-AA-0005 <br /> 14 CCR 17704 Leachate Control- On the day of the inspection, a dark-blackish liquid was <br /> observed seeping from and being absorbed back into four locations along the northern and <br /> northeastern exposures of the current lift (see attached map) . on 4/8/93, Mr. Oliveira of <br /> the LEA informed Board Compliance staff that during a subsequent 4/5/93 LEA inspection he <br /> observed that the operator had reworked these areas and additional cover material had been <br /> placed over the identified seeps. <br /> Correspondence dated 11/2/93 from the RWQCB noted that "monitoring data have indicated that <br /> a release of volatile organics has occurred.. . . The County shall submit a Technical Report <br /> within 90 days which includes a detailed description of the measures to assess the nature <br /> and extent of the release from the landfill." Board Closure staff, in 3/2/93 correspondence <br /> regarding a completeness review of the Final Closure and Postclosure Maintenance Plans, <br /> noted under comment #8 that "the ground water flow direction in the perched aquifer cannot <br /> be determined from just the two shallow ground water monitoring wells" and under comment #9 <br /> that "the closure and postclosure maintenance plans do not refer to mitigation of the site <br /> induced degraded ground water in both the perched and deep aquifers." <br /> 14 CCR 17710 Grading of Fill Surfaces- Several areas of minor ponding were observed both <br /> east and southwest of the winter pad (see attached map) . A grade sufficient to promote the <br /> lateral runoff of precipitation and to prevent ponding needs to be established in these <br /> areas. <br /> 14 CCR 18255(a) (3) Final Closure/Postclosure Maintenance Plans (CPMP)- Board Closure staff, <br /> in 3/2/93 correspondence, indicated that the Final CPMP submitted to the Board on 2/17/93 <br /> were incomplete and rejected for filing. In subsequent correspondence dated 4/2/93, the <br /> operator responded to Board staff's 3/2/93 comments and noted that the CPMP will be revised <br /> and resubmitted by 5/7/93. <br /> Waste Management Speciali <br />
