C7 <br />V A C V = VIOLATION A = AREA OF CONCERN C = COMPLIANCE <br />MISCELLANEOUS <br />[] [] 18255(a)(3) - Final Closure/Postclosure Maintenance Plans <br />WASTE TIRE STORAGE <br />[] [] 17351 - Fire Prevention Measures <br />[] [] 17352 - Facility Access & Security <br />[] [] 17353 - Vector Control Measures <br />[] [] 17354 - Storage of Waste Tires <br />[] [] 17355 - Disposal of Waste Tires <br />Comments: Violation: <br />30 PRC 44002 Solid Waste Facilities Permit <br />Page 5 of 6 <br />The current Solid Waste Facilities Permit (SWFP) dated March 16, 1983, lists the City of <br />Tracy and County of San Joaquin both as site owners/operators; however, information is <br />confusing as the 1989 Report of Disposal Site Information (RDSI) lists both as owners, but <br />only the City of Tracy as the operator. Correspondence from the County of San Joaquin dated <br />August 24, 1990, informed the Regional Water Quality Control Board (RWQCB) that effective <br />July 1, 1990, the County of San Joaquin assumed, from the City of Tracy, operational control <br />and ownership of the Corral Hollow Sanitary Landfill. The Local Enforcement Agency's (LEA) <br />5 -Year Permit Review dated October 17, 1990, also noted this. <br />A California Integrated Waste Management Board (Board) letter dated August 15, 1991, <br />informed the operator that a new SWFP would be required as there was a change in operations. <br />Pursuant to this section, the operation of a solid waste facility by any person, except as <br />authorized pursuant to a SWFP by the Enforcement Agency, is prohibited. <br />Areas of Concern: <br />14 CCR 17684 Intermediate Cover <br />Some minor "daylighting" of wastes was observed at intermittent areas of the winter face. <br />This area of "daylighted" waste must be covered with appropriate amounts of intermediate <br />cover material. Pursuant to this section, at the end of each day of operation of sites <br />receiving wastes, in all but the final lift, a compacted layer of at least twelve (12) <br />inches of cover shall be placed on all surfaces of the fill where no additional refuse will <br />be deposited within 180 days. <br />14 CCR 17696 Operating Site Maintenance <br />At the time of this inspection, a small surface area of soil (51x8') was observed to be <br />contaminated with diesel fuel. This contamination was caused by past fueling operations. <br />The operator must take steps to prevent contamination in this area. Board staff recommends <br />that fuel tanks and fueling operations be located on impermeable surfaces. Pursuant to this <br />section, the operator shall monitor and promptly repair or correct deteriorated or defective <br />conditions with respect to requirements of these standards and conditions established by the <br />enforcement agency. All other aspects of the site shall be kept in a state of reasonable <br />repair. <br />14 CCR 17704 Leachate Control <br />RWQCB correspondence dated November 2, 1993, noted that monitoring data has indicated that a <br />release of volatile organics into the ground water has occurred. The RWQCB directed the <br />county to submit a technical report within 90 days including a detailed description of the <br />measures taken to assess the nature and extent of the release from the landfill. The <br />operator is continuing to work with the RWQCB in an effort to resolve this problem. <br />Pursuant to this section, the operator shall take adequate steps to monitor, collect, treat, <br />and effectively dispose of leachate. <br />Associate Waste Management Specialist `� <br />
