E <br />AMENDMENT TO MONIT ORING AND REPORTING PROGRAM <br />FOR MUNICIPAL SOLID WASTE LANDFILLS <br />E <br />Statistical or non -statistical analysis shall be performed as soon as the monitoring data are <br />available. <br />2. Constituents -of -Concern 5 Year Monitoring Program <br />In the absence of evidence of a release being indicated, the discharger shall monitor all <br />Constituents of Concern as follows: <br />-4- <br />The discharger shall sample all Monitoring Points and Background Monitoring Points for <br />each monitored medium for all COCs every fifth year (or more frequently if required by <br />the existing Monitoring and Reporting Program), beginning with the Winter of 1996 <br />(first Reporting Period ends 31 March 1996), with subsequent COC monitoring efforts <br />being carried out every fifth year thereafter alternately in the Summer (Reporting Period <br />ends 30 September) and Winter (Reporting Period ends 31 March). <br />The Water Quality Protection Standard (Standard) shall consist of the following elements: <br />a. Constituents of Concern; <br />b. Concentration Limits; <br />C. Monitoring Points; <br />d. Points of Compliance; <br />e. Compliance Period. <br />In addition to these elements, Monitoring Parameters shall also be established. <br />1. Constituents of Concern <br />a. For MSWLFs lacking afunctioning LCRS: <br />Beginning on 9 October 1994, for any MSWLF that does not have both a liner and a <br />leachate collection and removal system (LCRS.) that produces leachate: <br />i. The "COC lisf '(fist of Constituents of Concern required under 23 CCR 2550.3) <br />shall include all constituents listed in the existing waste discharge requirements as <br />of the effective date of this Order, all constituents listed in Attachment 3, and the <br />following additional COCs: dissolved or total organic carbon, dissolved iron, <br />carbonate, bicarbonate, alkalinity, dissolved aluminum, dissolved chromium VI, <br />and dissolved manganese. The discharger shall monitor all COCs every five years <br />(or more frequently if required by the existing Monitoring and Reporting Program). <br />
