WebKM VISION THAT MOVES YOUR COMMUNITY <br /> TECHNICAL MEMORANDUM <br /> Date: November 22, 2021 <br /> To: Jeffrey Levers, San Joaquin County Project No.: 094-135 Pock Lane TIS <br /> From: Arthur Chen and Chris Kinzel, TJKM Jurisdiction: San Joaquin County <br /> Subject: Pock Lane TIS VMT Analysis Memo <br /> TJKM conducted a VMT (Vehicle Miles Traveled) analysis for the proposed Pock Lane residential project. <br /> The project is located southeast of the city of Stockton in the unincorporated Kennedy community. Within <br /> the Pock Lane development, there are two subdivisions, 108 single family units development on the west <br /> side of Pock Lane and 96 single family units development on the east side of Pock Lane for a total of 204 <br /> units. <br /> For VMT forecasting, the San Joaquin County Transportation Analysis Guidelines (September 2020, page <br /> 14) recommends that the estimated VMT for a proposed project be obtained by inserting the proposed <br /> project into the San Joaquin COG 2018 RTP Model. Since the project is not screened out from the maps in <br /> the SJ County Transportation Analysis guidelines, a base year plus project model run was performed. <br /> The Pock Lane project is located in TAZ #2071 of the model. Currently, TAZ #2071 currently has 388 <br /> households with 1,095 population coded in the base year model.The project will add a total of 204 housing <br /> units with a population of 576. The residents to household ratio of 2.82 was determined using the existing <br /> ratio within TAZ#2071. <br /> Table 1: Land Use Changes for Base Year <br /> TAZ Households Population Single Family Dwelling <br /> Units <br /> 2071 +204 +576 +204 <br /> The SJCOG model calculates home based VMT totals from two categories; home based work and home <br /> based other VMT. TAZ#2071 contains two elementary schools totaling 1,360 students. TJKM identified an <br /> issue with the SJCOG model that was treating school trips as work trips, thus significantly increasing the <br /> distance traveled for parents picking up and dropping off kids at school. For example, normally school trips <br /> are localized and their average distances are around 1 to 2 miles. The base year model was treating these <br /> school trips as work trips, and applying distances of up to 10 miles for each trip, making the home based <br /> other VMT for any particular TAZ with a school in it significantly higher than normal.The issue only affected <br /> TAZs that have schools coded within them. For San Joaquin County school TAZs comprises of only 4.5% of <br /> all zones. For regional model compliance, this model error does not affect overall air quality conformity nor <br /> does it affect roadway volume validation in a significant manner. <br /> 1 <br />
