School enrollment numbers were kept unchanged from the base model. These numbers are reasonable since the project's location is in relative close proximity to <br /> downtown Stockton, a majorjobs center so home based work trip distances are shorter. <br /> The project's 14.6 daily VMT per capita is lower than the VMT threshold of 20.1. VMT impacts for the Pock <br /> Lane residential project are found to be insignificant for the base year, and thus no mitigation is required <br /> for VMT impacts attributable to this project. <br /> 2 <br />
